BULLETIN NO. 9.

        The Assembly met at 9 A.M. The day was devoted for transaction of Government Business.

QUESTIONS :

        Starred Question No.9 was not put and answered as the Member giving notice was absent. Starred Question No.10 with few supplementaries were replied to. Unstarred Questions Nos.23 to 28 with answers were laid on the tables.

OBITUARY REFERENCES :

        Immediately after the Questions, with the permission of the Speaker, the Chief Minister and Leader of the House referred the sad demise of Shri Prakasa, Former Governor of Assam. Shri Akramozzaman also paid his tributes to the noble son of India.

        The Speaker associated himself with the feelings expressed by the Leader of the House and the Leader of the Opposition Group and recalling his achievements and  contributions to the cause of the country, paid the glowing tributes to the memory of the departed soul. The House stood in silence for 2 minutes in respectful homage and prayed for the eternal rest of the departed soul.

VOTING ON DEMANDS FOR GRANTS :

        The following Demands for Grants were put in the House and voted :-

 Grant No.79-"109-Capital Outlay and Other Works Outlay the Revenue Account".

 Grant No.67-"71-Miscellaneous-V-Expenditure on Displaced Persons".

 Grant. No.65-"71-Miscellaneous-III-Grants-in-aid".

5.

 Grant No.52-"39-Miscellaneous, Social and Developmental Organisation-X-Preservation and Translation of Ancient Manuscripts".

 

6.

 Grant No.48-"39-Miscellaneous, Social and Developmental Organisations-Other  Miscellaneous Organisations-VI-Directorate of Social Welfare".

 

7.

 Grant No.24. "28-Education".

8.

 Grant No.25-"28-Education-E-Technical Education".

9.

 Grant No.26-"29-Medical".

10.

 Grant No.27-"30-Public Health-I-Public Health".

        The Cut Motion tabled to Grant No.48 was not moved and the Cut Motion to Grant No.24 was moved and discussed. The Minister of Education replied to the points raised by the Mover of the Cut Motion and other Members. After hearing the Minister-in-charge, the Cut Motion was withdrawn.

MEGHALAYA APPROPRIATION BILL ( NO. II ), 1971.

        The Meghalaya Appropriation ( No. II ) Bill, 1971 was then introduced and passed.

BILL INTRODUCED :

        The Chief Minister introduced the Meghalaya Subsidiary Force Bill, 1971.

STATEMENT UNDER RULE 55 RELATING TO THE INCIDENTS OF 23rd JUNE 1971 AT SHILLONG.

        The Chief Minister made a statement under Rule 55 of the Assembly Rules relating to the incident that took place at Shillong on the night of 23rd June, 1971 - Thereafter with the permission of the Speaker, Shri P.R. Kyndiah raised a discussion of the Shillong incident. The following Members also took part in the discussion :-

        The Chief Minister replied to the discussion.

ADJOURNMENT :

        The House adjourned at 11.58 A.M. till 10 A.M. on Monday, the 28th June, 1971.
