BULLETIN NO. 13.

Wednesday, the 5th July, 1972.

        The Assembly met at 10 A.M., with the Speaker in the Chair. The day was devoted for transaction of Govt. Business.

QUESTIONS :

        Starred Question Nos.30 to 39 with supplementaries thereto were replied. Starred Question No.40 was not put and answered as the hon. Questioner putting the question was absent. Answers to Unstarred Question Nos.56-61 were laid in the tables of the Members. There were few supplementaries to which the Ministers concerned replied.

PRIVILEGE MATTER :

        Mr. Hoover Hynniewta raised a privilege motion against the Editor of Young India, a weekly English Local Paper of Shillong for publishing in his editorial of 22nd June, 1972 issue of certain remarks wherein the Editor maligned the whole Meghalaya Assembly as well as its Members under the caption 'Privileges of Legislators and Assemblies'. After hearing the mover of the motion and some other Members and the Minister of Parliamentary Affairs, the Speaker referred the matter to the Committee of Privileges to report by the 30th August, 1972.

RULES COMMITTEE :

        The Speaker reported to the House that the Report of the Rules Committee recommending certain amendments in the Rules of Procedure and Conduct of Business could not be given effect immediately as one of the hon. Member of the House, Mr. H.E. Pohshna, has given notice of certain amendments to the recommends made earlier by the Rules committee. So under the provision of sub-rule (2) of Rule 260 of the Rules of Procedure, the amendments given notice of by Mr. H.E. Pohshna, shall referred to the Committee to report again.

MOTION FOR ELECTION  TO THE FINANCIAL COMMITTEES.

        Shri B.B. Lyngdoh, Minister of Parliamentary Affairs, moved two motions to elect five members to each of the Committee, namely, the Committee on Public Accounts and the Committee on Estimates of this Legislature and both the motions were adopted.

BILLS CONSIDERED AND PASSED.

        The following Bills were passed :-

The Meghalaya Sales Tax (Amendment) Bill, 1972.

2.

The Meghalaya Passengers and Goods Taxation (Amendment) Bill, 1972.

3.

The Meghalaya Purchase Tax (Amendment) Bill, 1972.

4.

The Meghalaya Finance (Sales Tax) (Amendment) Bill, 1972.

5.

The Indian Stamp (Meghalaya Amendment) Bill, 1972.

6.

The Meghalaya Amusement and Betting Tax (Amendment) Bill, 1972.

7.

The Meghalaya (Sales of Petroleum and Petroleum Products including Motor Spirit and Lubricants) Taxation (Amendment) Bill, 1972.

8.

The Meghalaya Motor Vehicles Taxation (Amendment) Bill, 1972.

ADJOURNMENT.

        The House stood adjourned at 12 noon till 10 A.M., on Thursday, the 6th July, 1972.
