        The Assembly met at 10 A.M. The day was devoted for transaction of Government Business.

QUESTIONS.

        Starred Question No.5 were replied. There was no supplementary.

PRIVILEGE MATTERS.

        Immediately after the Question, Mr. S.D. Khongwir, M.L.A. raised a privilege matter against the Young India, a local weekly Newspaper for publishing a news item under the caption " THE BARK OF IGNORANT MISCHIEVOUS POLITICIANS" in its issue of 13th April, 1972, alleging that the Newspaper has committed a gross breach of privilege of the hon. Members and contempt of the House by publishing the news item. Prof. Martin Narayan Majaw also supported the mover of the privilege motion. The Minister of Parliamentary Affairs, Mr. B.B. Lyngdoh also contended that it was a fit case and suggested to refer to the Committee of the House. Thereafter, the Speaker referred the matter to the Committee of Privileges agreeing with the hon. members that it was a breach of privilege of the hon. Members and also contempted of the House with direction to report by 30th August, '72.

CALLING ATTENTION NOTICE.

        Calling Attention notice of Prof. Martin Narayan Majaw, on the subject of resolution of the Public Durbar of the four Raids of Nongtham and others were deferred till 22nd June, as the hon. Minister concerned was unable to make a statement on the subject today on a very short notice.

        Prof. Martin Narayan Majaw also raised a matter of urgent public importance on the subject of remission of sentences of prisoners as an act of mercy in honour of the creation of the State of Meghalaya.

        The Chief Minister then explained the matter in short.

INTRODUCTION OF GOVERNMENT BILLS.

        The following Government Bills were introduced :-

1.

 The Motor Vehicles ( Meghalaya Amendment ) Bill, 1972.

2.

 The Meghalaya Wild Animals and Birds Protection ( Amendment ) Bill, 1972

3.

 The Meghalaya Land and Revenue Regulation ( Application and Amendment ) Bill, 1972.

GENERAL DISCUSSION ON BUDGET.

        Prof. Martin Narayan Majaw initiated the debate on the general discussion on the Budget. The following hon. Members also took part in the discussion :-

        As there was no Speaker to take part in the general discussion today, the House was then adjourned at 2.15 p.m., to meet again at 10 a.m., on Wednesday, the 21st June, 1972.
