        The Assembly met at 10 A.M. The day was devoted for transaction of Government Business.

OBITUARY REFERENCE.

        Reference to the sad demise of the following two personalities were made by the Leader of the House.

(1)

 Mr. G.M. Sadiq, Chief Minister of Jammu & Kashmir,

(2)

 Mr. Durgeswar Saikia, Ex-Minister of State of Assam.

        Shri Maham Singh, Leader of the Congress Party, Mr. H. Hynniewta, Leader of the H.S.P.D.P. on behalf of their respective Group paid tributes to these notable sons of India. the Speaker associated himself with the feelings expressed by both sides of the House recalling their achievements and contributions for the cause of the country, and paid glowing tribute to the departed souls. The House stood in silence for a minute in respectful homage and prayed for the eternal rest of the departed souls.

REPORT OF THE BUSINESS ADVISORY COMMITTEE.

        The Speaker announced to the House the report of the Business Advisory Committee settling the business of the current session of the Assembly.

PANEL OF CHAIRMAN.

        The Speaker nominated the following four personnel's to the Panel of Chairman for the current session :-

 Mr. Akramozzaman,

3.

 Mr. S.D. Khongwir, 

4.

 Prof. Alexander Warjri.

ADJOURNMENT MOTION.

        Shri Parsvanath Choudhury gave notice of an adjournment motion on the subject of the devastating fire that broke out on the 25th March, 1972 at about 5 A.M., in the Police Bazar area of Shillong town. After hearing from the Ministers, the Speaker ruled out the adjournment motion.

LAYING OF ORDINANCE.

        Shri B.B. Lyngdoh, Minister of Law laid the Meghalaya Criminal Law ( Amendment ) Ordinance, 1972.

RESOLUTION FOR APPROVAL OF EXPENDITURE FROM THE CONSOLIDATED FUND OF MEGHALAYA.

        Shri B.B. Lyngdoh, Minister of Finance, then moved the Resolution for approval of an expenditure of an amount of Rs.25,79,64,800. out of the Consolidated Fund of Meghalaya for a period of two months and eleven days with effect from 21st January, 1972 to 31st March, 1972. The Resolution was discussed and adopted.

PRESENTATION OF VOTE ON ACCOUNT.

        Shri B.B. Lyngdoh, Minister, Finance then presented the Vote on Account budget of the Government of Meghalaya for the first quarter of the financial year 1972-73.

DEBATE ON GOVERNOR'S ADDRESS.

        Prof. Peter Garnett Marbaniang who seconded the Motion of Thanks on the Governor's Address given notice by Mr. D.D. Pugh, moved and spoke on the Motion. Thereafter, Mr. D.D. Pugh spoke on his Motion. There are eleven amendments given notice by the following eleven hon. Members on the Motion of Thanks on the Governor's Address :-

        All the amendments were moved except amendment No.5 in the name of Mr. H. Hynniewta and the movers of the amendments spoke for the amendment.

        The following hon. Members also took part in the discussion on the debate on the Governor's Address.
