BUDGET SESSION 1974

BULLETIN NO.14

Monday, the 1st July, 1974

        The Assembly met today at 9 A.M. the 1st July, 1974.

        The day was devoted for transaction of both Government Business and Private Members' Business.

QUESTIONS:

1. Unstarred questions Nos.1213, 124, 125, 126, 127, 128, 129, 130, 131, 132 were replied to .

2. Discussion on Supplementary Demands for Grants and Supplementary Appropriation  for 1974-75.

        No Members participated in the discussion.

3. Voting on Supplementary Demands for Grants and Supplementary Appropriation for 1974-75.

        Demands No.1 to 6 were passed. The Cut Motions supposed to be moved against each of these Grants stood withdrawn in view of  the fact that the respective movers were not present at the time  when they were called upon to move their Cut Motions.

        Demand No.7. The first Cut Motion which stood in the name of Shri H.E. Poshna, M.L.A. stood automatically withdrawn as the hon. Member was found absent at the time he was called upon to move it.

        Cut Motion No.2 against this Grant which stood in the names of Sarvashri W. Syiemiong, Rowell Lyngdoh, and F.K. Mawlot was moved by Shri F.K. Mawlot. Sarvashri S.N. Koch, H.s. Lyngdoh, W. Syiemiong and Rowell Lyngdoh supported the above Cut Motion. Prof. A. Warjri and Shri H. Hadem opposed it. The Minister incharge Planning Shri B.B. Lyngdoh replied. Later Shri F.K. Mawlot  withdrew his Cut Motion.

        Demand No.8 was also passed by the House.

        Demand No.9. Against this Demand there wad one Cut Motion in the name of Shri D.N. Joshi, M.L.A., on closer scrutiny the Hon' ble Speaker ruled out that the above Cut Motion is out of order. Accordingly Demand No.9 was also passed.

        Demand No.10 and 11 were also passed.

        Demand Mp.12. Against this Demand there was one Cut Motion which stood in the names of Sarvashri W. Syiemiong, Rowell Lyngdoh and Prof. M.N. Majaw. Shri W. Syiemiong moved it. Sarvashri Rowell Lyngdoh, F.K. Mawlot, Maham Singh and D.N. Joshi supported it. Shri D.D. Lapang opposed the Cut Motion. The Minister incharge, Transport, Shri S.D. Nichols Roy, replied. Later, Shri W. Syiemiong withdrew his Cut Motion.

        Demand No.12 was accordingly passed by the House.

        Demand No.13. The Cut Motion in the name of Shri Jagabandu Barman automatically stood withdrawn in view of the fact that the Hon. Mover was not present when he was called upon to move his Cut Motion. The Second Cut Motion against this Grant which stood in the name of Shri P.N. Choudhory was moved. Shri D.N. Joshi, supported  it, where as in the other hand, Shri H. Hadem opposed it. The Minister incharge, Cooperation, Shri E. Bareh replied to the points raised in the discussion. Later, Shri P.N. Choudhury, withdrew his Cut Motion. Accordingly Demand No.13 was also passed by the House.

        Demand No.14 was also passed.

4.     Shri B.B. Lyngdoh, Minister Finance introduced the Meghalaya Appropriation ( NO. III ) Bill, 1974, for consideration of the House.

        At the consideration stage, Shri Maham Singh, M.L.A. Leader of the Opposition expressed disapproval of the Govt. policy in introducing the Supplementary Demand when the main budget was already passed by the House.

        The Hon' ble Speaker made some observation on the points made by Shri Maham Singh and informed the House that he had already intimated the Government that in future the Government should come forward first with the presentation of the Supplementary Demands before the main budget was passed. The Minister incharge Finance also agreed and assured the House that in future the Govt. would take note of the correct procedure as outlined by the Speaker.

        The Meghalaya Appropriation ( No. III ) Bill was accordingly passed by the House.       

5.    The following Bills were also passes today by the House.

        1. The Meghalaya Passengers and Goods Taxation (Amendment) Bill, 1974.

        2. The Contingency Fund of Meghalaya (Augmentation of Corpus) Bill, 1974.

        The Meghalaya Excise (Amendment) Bill 1974 was also introduced for consideration by the House. But against this Bill there were two amendment submitted by Shri Rowell Lyngdoh, M.L.A.

        1. One against Clause 2 of the Bill and one against Clause 5 of the Bill. The amendment of Shri Rowell Lyngdoh relating to Clause 2 was rejected by the House by a voice vote.

        The second Amendment to Clause 5 was later withdrawn by him after getting the explanation and clarification given by the Minister incharge Excise. Accordingly the Meghalaya Excise (Amendment) Bill, 1974 was passed by the House as moved  by the Government without any further amendments.

        Sarvashri Rowell Lyngdoh, H.S. Lyngdoh participated in the discussion on the above amendments by was of supporting them. On the other hand, Shri G. Mylliemngap opposed the amendments proposed Shri Rowell Lyngdoh above.

6. Shri S.D.D. Nichols Roy, Minister, Power presented the Annual Financial Statement for the year 1974-75 of the Assam Electricity Board.

7. PRIVATE MEMBERS' BUSINESS

MOTIONS : Motion No.4 which stood in the name of Shri W. Syiemiong was taken up again for discussion. Sarvashri S.P. Swer, Upstar Kharbuli, K.M. Marbaniang and D.D. Lapang participated in the discussion on the above motion. Shri S.D.D. Nichols Roy, Minister incharge Supply replied.

        Shri S.D.D. Nichols Roy could not complete his reply and would continue to give his reply when the House would meet again the following day.

 ADJOURNMENT :

The House was then adjourned at 1 P.M. to meet again tomorrow, the 2nd July, 1974. at 9 A.M.
