The Assembly met at 9 A.M. with the Hon' ble Speaker on the Chair and the day was devoted for transaction of Government Business.
The Speaker announced the Report of the Business Advisory Committee for the Winter Session of the Assembly which was approved by the House.
The Speaker nominated the following hon' ble Members to constitute the Panel of Chairmen for the current Session:
(i) Shri G. Mylliemngap;
(ii) Shri S.D. Khongwir;
(iii) Shri H. Hadem.
(iv) Md. Akramozzaman.
Shri B.B. Lyngdoh, Minister for Finance presented the Supplementary Demands for Grants and Supplementary Appropriation for 1974-75.
Shri B.B. Lyngdoh, Minister for Finance presented the following Reports before the House:-
(i) The Report of the Comptroller and Auditor General of India 1971-72.
(ii) The Finance Accounts 1971-72.
(iii) The Appropriation Accounts 1971-72; and
(iv) The Advance Report of the Comptroller and Auditor General of India for 1972-73.
Shri B.B. Lyngdoh, Minister for Finance caused the following to be laid on the Members' table:-
(i) The Meghalaya Finance (Sales Tax ) Ordinance 1974 and
(ii) The Meghalaya Transfer of Land ( Regulation ) Rules, 1974.
(i) Md. Akramozzaman, Chairman Public Accounts Committee moved the formal motion for Election of five Members to the Committee on Public Accounts under Rules 242. (1) of the Rules of Procedure to function after the expiry of the term of office of the present Members, i.e. from 7th January, 1975.
(ii) Shri P.G. Marbaniang, Chairman Committee on Estimates moved a formal motion for election of seven Members to the Committee on Estimates under Rule 244,(`1) of the Rules of Procedure to function after the expiry of the term of the office of the present Members, i.e. from 7th January, 1975.
The Chief Minister made a reference to the sad demise of the following personalities and expressed his profound sorrow at the terrible loss suffered by the country as a whole:
i) Shri N. Ramchandra Reddy, Finance Minister of Andhra Pradesh;
ii) Shri M.B. Rana, Union State Minister for Industrial Development;
iii) Shri V.K. Krishna Menon, former Defence Minister;
iv) Shrimati Sucheta Kripalani, former Chief Minister of Uttar Pradesh;
v) Shri Subodh Banerji, former Minister of West Bengal;
vi) Dr. M.C. Setalvad, former Attorney General of India; and
vii) U Thant, the former Secretary General of U.N.O.
Sarvashri Maham Singh, Hopingstone Lyngdoh and P.R. Kyndiah also joined the Leader of the House and paid glowing tributes to the memory of the outstanding departed personalities.
The Hon' ble Speaker associated himself with the sentiment expressed by the Leader of the House and other Members and paid his respectful homage to the departed Leaders and offered his heartfelt condolences to the members of the bereaved families. The House then stood in silence for a minute as a mark of respect to the departed souls.
The House rose at 9.30 A.M. to meet again at 9.A.M. to meet again at 9 A.M. on Saturday, the 7th December, 1974.
