BULLETIN NO.3

MONDAY, DECEMBER 9, 1974.

        The Assembly met at 9 A.M. with the Speaker on the Chair. It was a day allotted for Government Business.

1. CALLING ATTENTION NOTICE UNDER RULE 54

        Shri S.D. Khongwir (HSPDP) drew the attention of the Minister-in-charge of supply to the news item published in the Assam Tribune in its issue dated November 28, 1974, under the caption "Meghalaya Government to Undertake Paddy Procurement ". The Minister incharge not being in a position to do so on his behalf, the Leader of the House requested the Chair to defer the matter till a later date as a special case, to which the House agreed. The Minister incharge entered the Chamber when item No.3 of the Agenda was being taken up. At the conclusion of all the remaining items of the day's agenda, the Chair announced that he had received a note from the Minister, Supply, regretting his late attendance and ascertained the scene of the House whether this item could be taken up once again. The House agreed to this proposal and Shri S.D. Khongwir again took the floor after which the Minister, Supply made a statement.

        Shri S.D. Khongwir and Shri M.N. Majaw raised further points for clarification with regard to the statement of a Minister on paddy procurement by the Government, to which the Minister also replied.

2.  PRESENTATION OF GOVERNMENT BILLS

        Shri B.B. Lyngdoh, Minister, Finance, introduced the following Bills viz:

        (i) The Meghalaya Finance (Sales Tax) (Amendment) Bill, 1974;

        (ii) The Meghalaya Electricity Duty ( Amendment ) Bill, 1974 and

        (iii) The Meghalaya ( Sales of petroleum  and Petroleum Product including Motor Spirit and Lubricants ) Taxation ( Amendment ) Bill, 1974.

3.        PRESENTATION OF REPORT

        Shri S.D.D. Nichols Roy ( Minister Industries ) caused the Annual Report (1970-71) of the Mawmluh-Cherra Cements Ltd. to be laid on the Members' Table.

4.     SUPPLEMENTARY DEMANDS FOR GRANTS AND SUPPLEMENTARY APPROPRIATION, 1974-75.

        Shri M.N. Majaw (HSPDP) raised a general discussion on the Supplementary Demands for Grants and Supplementary Appropriation, 1974 particularly with reference to Demands No.4, 7, 11 and 12 and questioned the propriety of these Demands. The Minister, Finance, replied adequately to the points raised by the hon' ble Member after which the discussion was closed.

        The Business of the House being completed for the day, the Speaker announced that it stood adjourned till 9 A.M. of the following day, i.e. December, 10, 1974.
