        The Assembly met at 9 A.M. The day was devoted for transaction of Govt. business.


        Unstarred questions Nos. 4, 5, 6 and 7 were replied to

2.  Mr. P.R. Kyndiah, M.L.A. called the attention of the Minister, Supply, under Rule 54 of the Rules of Procedure and Conduct of Business of the House on the following motion :" there exists in Khasi and Jaintia Hill district particularly Shillong a serious situation arising out of extreme scarcity of cement which is the basis building material. Building work have come to a stand still including number of public works Cement is being sold in black market at Rs.30 per bag "

        Shri S.D.D. Nichols-Roy Minister, Supply, made a statement before the House on this.

3. Shri B.B. Lyngdoh, Minister, Finance introduced the Legislative Assembly ( Members' Salaries and Allowances ) ( Amendment ) Bill, 1974.

4. Debates on Governor's Address.

        Before taking up the discussion on Governor's Address, the Hon. Speaker took the sense of the House that the sitting of the House be continued again at 3 p.m. after the adjournment at 1.p.m. to enable the Chief Minister to make his replies to the debates on the Governor's Address. The House accordingly approved the proposal of the Hon. Speaker.

        The following Hon. Members took part in today's discussion on the Governor's Address. These are :-

        1. Shri Singjan Sangma, Deputy Speaker.

        2. Prof. Peter Garnett Marbaniang, M.L.A.

        3. Mr. Raisen Mawsor, M.L.A. ( Who spoke first in Garo and then in Khasi language ).

        4. Prof. A.Warjri, M.LA.

        5. Shri Edward Kurbah, M.L.A.

        6. Shri Nimosh Sangma, M.L.A.

        7. Shri H.S. Lyngdoh, M.L.A.

        8. Shri Samrendra Sangma, M.L.A.

        9. Shri Maham Singh, M.L.A.

        10. Shri Prittington Sangma, M.L.A.

        11. Shri Onwardley Well Nongtdu, M.L.A.

        12. Shri Jackman Marak, M.L.A.

        Since there were no more members to participate in the discussion the House was then adjourned at 12.12 P.M. to meet again at 3 p.m.

At 3 P.M. 

        The House resumed its sitting at 3 P.M.

        The Hon. Chief Minister gave a reply to the  various points raised by the Hon. Members at the time of their taking part on the debates to the Governor's Address.

        At the conclusion of the Chief Minister's reply the Hon. Speaker sought the opinion of Mr. H.E. Poshna, the mover of the amendment to the Motion of Thanks, whether he would withdrew his amendment in the light of the Chief Minister's reply. Mr. H.E. Poshna withdrew his amendment.  

        The motion as moved on 20.3.74 by Shri D.D. Lapang was the unanimously passed and adopted by the House.


        The House was then adjourned at 5.25 P.M. to meet again tomorrow Tuesday, the 26th March, 1974 at 9 A.M.
