The Assembly met today the 26th June, 1974 at 9 A.M. The day was devoted for transaction of Govt. business.
Unstarred questions Nos. 69, 70, 71, 72, 73, 74, 75, 76, 77, 78, 79, 80, 81, 82, 83, 84, 85, 86, 87, 88, 89, 90, 91, 92, 93, 94 and 95 were replied to.
Discussion on the cut motion of Shri L. Bareh, M.L.A. Shri H. Hadem, M.L.A., continued his speech which he spoke on the 25th June, 1974 opposing the cut motion. Shri R. Lyngdoh, Shri J. Barman, Prof. M.N. Majaw supported the cut motion. Shri D.D. Lapang, Shri D. Lyngdoh and Shri Reidson Momin opposed the cut motion. Shri D.D. Pugh Minister incharge Education replied to points raised in the discussion. Shri L. Bareh later withdrew his cut motion. Cut Motion No.2 and No.4 which stood in the names of Sarvashri E. Kurbah and H.S. Lyngdoh were clubbed together. Shri H.S. Lyngdoh moved the cut motion. Shri E. Kurbah and Shri F.K. Mawlot supported the cut motion. Shri D.D. Pugh Minister incharge Education replied and later, Shri H.S. Lyngdoh withdrew his cut motion.
Cut motion No.3 which stood in the name of Shri D.N. Joshi was also moved. Prof. M.N. Majaw, Sarvashri S.D. Khongwir and W. Syiemiong supported the cut motion. During the discussion the Hon. Chief Minister gave some clarifications to some of the points raised by the members who spoke. Shri D.D. Pugh Minister of State Education replied and later, Shri D.N. Joshi withdrew his cut motion.
Cut motion No.5, 6 and 7 which stood in the names of Sarvashri F.K. Mawlot, S.D. Khongwir and Rowell Lyngdoh were not moved, as the hon. Members expressed their unwillingness to move them, and accordingly this cut motion stood withdrawn.
Before putting Grant No.31 before the House for approval, the Hon. Speaker made some observations relating to the earlier discussions in the cut motion of Shri L. Bareh on the matter relating to the Primary Schools. The Hon. Speaker observed that as provided in the Constitution itself, the State Govt. had powers to discuss the functions of the Primary Schools in the State.
Grant No. 31 was then passed by the House.
Grant No.32 : Against this Grant there was one cut motion which stood in the name of Shri D.N Joshi but the hon. Member expressed his unwillingness to move. Accordingly this cut motion stood withdrawn and Grant No.32 was then passed by the House.
Grant Nos.33 and 34 were also passed. Grant No.35: Shri H.S. Lyngdoh moved his cut motion and Shri S.D. Khongwir supported the cut motion. The Hon. Minister incharge Medical replied and Shri H.S. Lyngdoh later withdrew his cut motion. With the approval of the House, cut motions Nos. 2, 3, 4, 5 and 6 which stood in the names of Prof. M.N. Majaw, Sarvashri S.D. Khongwir, L. Bareh and R. Lyngdoh were clubbed together. Prof, M.N. Majaw initiated discussion on this cut motion. Shri S.D. Khongwir supported the cut motion while Shri D.D. Lapang opposed it. The Hon. Minister incharge Medical Shri S.K. Marak replied. Later, Prof. M.N. Majaw withdrew the cut motion. Grant No.35 was accordingly passed by the House .Grant Nos.36, 37, 38, 39, 40, 41, 42, 43, 45, 46, 47, 48, 49, 50, 52, 53, 54, 55, 56, 57, 58, 59, 61, 62, 63, 64, 65, 66, 67, 68, 69, 70, 71, 72, 73, 74, 75, 76, 77, 79, 80, 81, 83, 84, 86, 87, 88, 89, 90, 91, 92, 93, 94, 95, 97, 99, 100, 102, 103, 104, 105, 106, 1011, 112, 113 and 115 were passed by the House when the Hon. Speaker had to guillotine all the many cut motions. So all the Grants were accordingly passed.
3. Shri B.B. Lyngdoh, Minister, Finance introduced the Meghalaya Appropriation ( NO. II ) Bill, 1974. After introduction and before consideration the Hon. Member Shri Maham Singh, M.L.A. sought clarifications in the matter relating to the salaries and allowances of the Ministers. After clarifications given by the Finance Minister and the Chief Minister and also after certain observations made by Hon. Speaker relating to the points raised by Shri Maham Singh the House passed the Meghalaya Appropriation ( No. II ) Bill, 1974.
The House was then adjourned at 1.30 P.M. to meet again on Friday, the 28th June, 1974 at 9 A.M.
