BULLETIN NO.13.

SATURDAY, THE 29TH JUNE, 1974.

        The Assembly met at 9 A.M., today, the 29th June, 1974. The day was devoted for transaction of Private Members' Business.

1. QUESTIONS :

        Unstarred Questions Nos.115, 116, 117, 118, 119, 120, 121 and 122 were replied to.

 2.       Shri D.D. Lapang, M.L.A., called the attention of the Minister, power under Rule 54 of the Rules of Procedure and Conduct of Business in the Meghalaya Legislative Assembly relating to the "NON-SUPPLY POWER CONNECTION BY THE ASEB TO INDUSTRIAL UNIT AT BURNIHAT".

        Shri S.D.D. Nichols Roy Minister incharge Power etc., made a statement on this before the House.

3. Prof. M.N. Majaw, M.L.A. (Member-in-charge) introduced today the Meghalaya Prevention of Begging (Amendment) Bill,  1974.

4. DISCUSSION ON THE PENDING SPECIAL MOTION OF PROF. M.N. MAJAW UNDER RULE 130-A ON THE STATEMENT OF ACCOUNT OF THE ASEB FOR THE YEAR 1972-73 WHICH WAS MOVED YESTERDAY, THE 28TH JUNE,'74

        Prof. A. Warjri who had spoken yesterday but could not complete his speech resumed his discussion on this Motion. Sarvashri W.Syiemiong, H.E. Poshna, S.P. Swer also participated in today's discussion on this motion. Shri S.D.D. Nichols Roy, Minister incharge Power, Electricity etc., replied to the various points raised in the discussion.

MOTIONS

        The first motion which stood in the name of Prof. M.N. Majaw, M.L.A, was not moved by the hon. mover after the Hon. Speaker had made some observations on the purposes of the Moion. The hon. mover agreed to the observations made by the Speaker and also the suggestion that the subject might be discussed with the Speaker, the Minister Parliamentary Affairs and Prof. Majaw in some other times in the Speaker's Chamber.

        Motion No.2 which stood in the name of Shri P.R. Kyndiah, ,M.L.A., stood automatically withdrawn as the mover concerned was not present.

        Shri Francis K. Mawlot, moved Motion No.3 which runs as follows:

        " This House do now discuss the need of clear demarcation of the boundaries between the States of Meghalaya and Assam".

        The following Members participated in the discussion on this Motion: Sarvashri Rowell Lyngdoh, D.D. Lapang, Prof. M.N.Majaw, Sarvashri Jormanik Syiem, B.B. Shallam, Hoping stone Lyngdoh, H. Hadem.

        The Minister incharge, Shri B.B. Lyngdoh replied.

        Shri Winstone Syiemiong, M.L.A., moved Motion No.4 which runs:

        " This House do now discuss the food situation in the State as well as spiraling rise of all essential commodities"

Sarvashri Rowell Lyngdoh, D.N. Joshi, H.E. Poshna participated in today's discussion on this Motion. Discussion on this Motion would continue on Monday, the 1st July, 1974 when the House would meet again.

ADJOURNMENT :

        The House was then adjourned at 1 P.M. , to meet again on Monday the 1st July, 1974 at 9 A.M.
