BULLETIN NO. 1

        The Assembly met at 9 A.M. with the Speaker in the Chair.

1.        GOVERNOR'S ADDRESS

        The Governor was received at the Southern gate of the Assembly by the Hon' ble Speaker, the Hon' ble Deputy Speaker and the Secretary. He was ushered into the Chamber with due ceremony at 0906 hours. The Governor then addressed the House under Article 176(1) of the Constitution which lasted 24 minutes. Before the Governor could conclude his speech, he was interrupted by Shri M.N. Majaw, (H.S.P.D.P. ), who protested when the Governor said " I hope that my Govt will receive full support and Co-operation from all of uou towards achieving these objectives".

2.        MOTION OF THANKS TO THE GOVERNOR'S ADDRESS

        The Hon' ble Speaker reported to the House that the Governor had been pleased to address the House, and informed the House that he had received a notice of Motion of Thanks under rule 13(3) from Shri P.G. Momin, seconded by Shri J.M. Syiem and Shri K.M. Roy Marbaniang. Thereafter, Shri P.G. Momin moved the following motion:-

        " That the members of the Meghalaya Legislative Assembly assembled in this Session are deeply grateful to the Governor for the address which he has been pleased to deliver to this House today, the 5th March, 1975".

3.        REPORT OF THE BUSINESS ADVISORY COMMITTEE 

        The Hon' ble Speaker announced the report of the Business Advisory Committee settling the business for the current Session which was approved by the House.

4.        PANEL OF CHAIRMEN

        The Speaker nominated the following members to the Panel of  Chairmen for the current session :-

        (i) Shri G. Mylliemngap

        (ii) Shri U. Kharbuli        

        (iii) Shri D.D. Lapang

        (iv) Shri W. Syiemiong.

5.        PRESENTATION OF REPORTS ETC.

        (a) The Chief Minister caused the Delimitation of Parliamentary and Assembly Constituencies Order, 1975 (No. 35) to be laid on the members' table.

        (b) Shri B.B. Lyngdoh, Minister for Parliamentary Affairs presented the following Reports:-

            (i) Report of the Comptroller and Auditor General of India for 1972-73;

            (ii) Finance Accounts for the year 1972-73; and 

            (iii) Appropriation Accounts for the year 1972-73.

        (c) Shri S.D.D. Nichols Roy, Minister for Industries caused the Third Annual Report (1973-74) of the Meghalaya Industrial Development Corporation, Ltd. to be laid on the members' table.

6.        OBITUARY REFERENCES

        The Chief Minister, Shri W.A. Sangma made moving references on the recent demise of the following outstanding personalities, viz.,

        (i) Shri Lalit Narayan Mishra, Union Railway Minister;

        (ii) Shri Omeo Kumar Das, former Minister of Assam;

        (iii) Shri Debentured Nath Mahato, M.P.; and

        (iv) Shri Rajendra Narayan Singh Deo, former Chief Minister of Orissa.

        The Cheif Minister recalled the achievements of each of the deceased personage in various social and political fields in the service of the country and paid glowing tribute to all of them.

        The Leader of the Opposition, Shri Maham Singh, and Shri M.N. Majaw (H.S.P.D.P.) joined the Leader of the House in paying homage to the departed leaders.

        The Speaker associated himself with the sentiments expressed by the hon' ble members of the House and the House stood in attention and observed silence for one minute as a mark of respect to the departed souls.

7.       ADJOURNMENT

        There being no more business for transaction during the day, the House stood adjourned at 0953 hours to meet again at 0900 hours on Friday, the 7th March, 1975.
