        The Assembly met at 9 A.M. with the Speaker in the 

1.        Questions.

        Answer to Unstarred Question No. 1 was laid on the Members' table.

2.        PRESENTATION OF SUPPLEMENTARY DEMANDS FOR GRANTS

        Shri W.A. Sangma, Chief Minister, presented the Supplementary Demands for Grants and Supplementary Appropriation for 1974-75 on behalf of the Minister, Finance, who was not present in the House at that time.

3.        DEBATE ON GOVERNOR'S ADDRESS

        Shri P.G. Momin ( APHLC ) who moved the Motion of Thanks on the Governor's Address on the 5th March, 1975 initiated the debate on the Address.

        He was followed by Shri H.E. Poshna (Cong) who moved the following motion by way of amendment to the Motion of Thanks:

" but the House regrets that the Governor's Address has made a serious and objectionable remark in the concluding paragraph, tantamount to political interference by the Governor in the functioning of Parliamentary Democracy within the House, has made no provision for the basic needs of the common man, has made no reference to the implementation of the U.G.C. scales of pay for the college teachers has not spelled out any measures to be adopted by the Government to check corruption in the administration, to root out social evils and to control the abnormal influx of vagabonds and foreign nationals into the State, has not enunciated a clear policy for providing commercial and industrial avenues of employment for uneducated youth, nor for the licensing of Industries proposed to be set up by tribal entrepreneurs of the State, and has not referred to the procurement policy of the Government with regard to essential food grains"

        He spoke on several points connected with matters referred to in the Governor's Address and also dwelt at length on other matters in support of his amendment.

        The following members also participated in the Address and spoke either for or against the Motion of Thanks:-

        4. Shri William Cecil R. Marak ( CONG )

4. ADJOURNMENT.

        There being no more members who wanted to participate in the discussion, the Hon' ble Deputy Speaker, who was presiding then, adjourned the House at 11.21 hrs to meet again at 0900 hrs on Saturday, the 8th March, 1975
