The Assembly met at 9 A.M. with the Speaker in the Chair.
Unstarred Questions Nos.12 and13 with Supplementaries thereto were disposed of.
Shri D.D. Lapang ( APHLC) drew the attention of the Minister, Transport, under Rules 54 of the Rules of Procedure to a news- item in " Ka Pyrta U Riewlum " of February 18, 1975, under the caption ' Dkoh ka Jingwanrah Mar na Gauhati sha Shillong' and requested the Minister incharge to enlighten the House on the matter raised in the said news- item. Shri D.D. Pugh, Minister, Transport, made a statement and apprised the House of the various steps taken by the Government in the matter of transport in the Gauhati-Shillong Route.
There being no general discussion on the Supplementary Demands for Grants and Supplementary Appropriation for 1974-75, which was presented in the House on the 7th March, 1975, the House took up voting of these Supplementary Demands. Supplementary tabled Demands Nos.1 - 32 were passed by the House. All the Cut Motions tabled in respect of Demand Nos. 1, 2, 5, 8, 9, 10, 13 and 26 were moved but were withdrawn after sufficient reply from the Treasury Bench.
Cut Motions in respect of Demand No.6 were put to voice vote and lost.
Cut Motions for Demand Nos.14, 20 and 31 were not moved and they automatically stood withdrawn.
Cut Motion in respect of Demand No.32 could not be moved for want of time.
The Meghalaya Appropriation ( No. I ) Bill, 1975, to authorise the Govt. to appropriate the amount of Rs.1,02,45,907/- from the Consolidated Fund of Meghalaya during the Financial year 1974-75 for defraying the additional amount as proposed by the Supplementary Demands, was unanimously passed by the House.
Shri B.B. Lyngdoh, Minister, Revenue, presented the Budget Estimate for 1975-76 and commenced his speech at 12.32 hours and concluded at 13.15 hours.
The Finance Minster, Shri B.B. Lyngdoh, laid a copy of the Report of the Land Reforms Commission for Khasi Hills on the table of the House while referring to the report during the course of his budget speech.
The Chief Minister, Shri W.A. Sangma, clarified a point which cropped up during the discussion on the Governor's Address on the previous day regarding payment made by the Govt. for contract works done in the name of dead contractor.
The House stood adjourned at 13.17 hours till 0900 hours on Friday, March, 14, 1975.
