The Assembly met at 9 A.M. with the Hon' ble Speaker in the Chair.
Replies to Unstarred Questions Nos.14-16, and 18-21 were laid on the Member's table. Unstarred Question No.17 with supplementaries thereto was disposed of.
The Speaker read out a communication from the Governor expressing his thanks to the House for the Motion which the House adopted on 11th March, 1975.
Before Shri Poshna ( Cong ) was allowed to draw the attention of the Minister, Industries, to the news-item in the Khasi weekly ' U Nongprat Lynti' of March, 1975, the Speaker observing that the caption of the said news-item is couched in indecorous, offensive and unparliamentary language should be ruled out and accordingly asked the hon. Member tabling the notice not to quote it but to refer to the subject of it only as given in the body of the news-item itself. Thereafter, Shri Pohshna drew the attention of the Minister, Industries, to the main news-item.
The Minister, Industries Shri S.D.D. Nichols Roy made a statement before the House in reply to the said Calling Attention Notice.
The following Bills were introduced.
(i) The Meghalaya Finance Bill, 1975.
(ii) The Meghalaya Passengers and Goods Taxation Attention ( Amendment ) Bill, 1975; and
(iii) The Meghalaya Amusement and Betting Tax ( Amendment ) Bill, 1975.
Shri Singjan Sangma, Deputy Speaker and Chairman, Committee of Privileges laid a copy of the Ninth Report of the Committee of Privileges on the complaint of breach of privilege alleged to have been committed by Shri Upstar Kharbuli, M.L.A. and Shri E.K. Mawlong, M.D.C., Chairman and General Secretary respectively of the Public Demands Implementation Committee, by Shri Humphrey Hadem, M.L.A., on the Table of the House.
Shri Singjan Sangma, Deputy Speaker and Chairman, Committee of Privileges, moved a motion for extension of time for submission of report of the Committee of Privileges on the complaint of breach of privilege by H. Hynniewta. M.L.A. against Shri G.G. Swell, M.P., and Deputy Speaker, Lok Sabha, till 31st July, 1975.
Md. Akramozzaman ( Cong. ) initiated the debate on the Budget for 75-76. He dwelt at length on the spiraling rise in the prices of essential commodities in the State, the aftermath of the last flood in Garo Hills and rehabilitation of the flood-affected people, and on incompletion of the Nangalbibra Thermal Project.
The following hon. Members also participated in the Budget discussion made a number of submission before the House on many matters affecting the State which need immediate attention for economic betterment of the people at large:

(iii) Shri S.N. Koch (CONG)
(iv) Shri K.M. Roy Marbaniang (APHLC)

As time was up Shri Mawsor could not conclude his speech. He wa informed that he would be allowed to continue the following day.
The House was adjourned by the Deputy Speaker at 11.30 A.M. to meet again at 9 A.M. on Saturday, the 15th March, 1975.
