BUDGET SESSION, 1975

BULLETIN NO.11.

        The Assembly met at 9 A.M. with the Speaker in the Chair.

1.    QUESTIONS.

        Unstarred Questions Nos.57, 58, 59, 64, 65, 66, 67 and 68 with supplementaries thereto were disposed of. Replied to Unstarred Questions Nos.60, 61, 62 and 63 were laid on the table.

2.    CALLING ATTENTION NOTICE

        Shri D.D. Lapang (APHLC) drew the attention of the Minister, Supply, under Rule 54 of the Rules of Procedure to the news-item published in the Khasi Weekly " Ka Pyrta U Riewlum " of February 14, 1975, under the caption ' Jynjar sat ki briew ha Meghalaya-Kamrup Border' and requested the Minster to throw more lights on the reported news-item. The Minister, Supply, Shri E. Bareh, made a detailed statement on the scarcity condition prevailing at Kyrshai, a Khasi village in the Meghalaya-Kamrup Border, and apprised the House that the supply situation of late in the said area has improved and the people are now getting regular supply of rice and other foodstuff at reasonable price consequent upon the relaxation of the ban on the movement of essential communities earlier imposed by the Government of Assam in the area in question.

3.    GENERAL DISCUSSION ON THE BUDGET.

        (i) The Leader of the Opposition, Shri Maham Singh, took the floor to participate in the Budget discussion. He criticised with some vehemence the Government policy with regard to the schemes so so far undertaken or proposed to be undertaken by the Department of Health Animal Husbandry, etc., and with regard to the purchase of surgical instruments by the Deptt. of Health, the high expenditure for the pay and allowances of experts of the Indo-Danish project etc.

        (ii) Shri G. Mylliemngap (APHLC) spoke at length on the shortfall of revenue from Excise, taxes on goods and passengers, taxes on minerals and conditioned Government to be up and doing and take all necessary measures to revitalise the activities of the Departments entrusted for effectively dealing with the eradication of poverty, ignorance and disease'.

        The following two hon' ble Members also participate in the discussion and made observation of varying characters relating to matters referred to in the Budget :-

        (a) Shri Jackman Marak (APHLC);

        (b) Shri F.K. Mawlot (HSPDP).

        The hon' ble Speaker adjourned the House at 10.42 till 11.15 hrs in order to allow time to the Finance Minister to prepare his reply to the Budget discussions.

        The House reassembled at 11.15 hrs and the Finance Minister took the floor to begin his reply expressing his appreciation and happiness on the rising standard of the debate in the floor of the House from year to year, the Minister for finance dealt elaborately..............of the points raised during the Budget debate and spelt out the ......policy with regard to various plans and programmes. There were further points for clarification raised by certain hon' ble Members to...also the Minister furnished replies.

ADJOURNMENT.

        The House was adjourned at 1.13 P.M. till 9 A.M. on Friday, the 21st March, 1975.
