The Assembly met at 9 A.M. with teh Hon' ble Speaker in the Chair.
The Governor was received at the Southern Gate by the Hon' ble Speaker, the Hon' ble Deputy Speaker and the Secretary. He was ushered into the Chamber with due éclat. The Hon' ble Speaker requested the Governor to address the House under Article 176(1) of the Constitution. The Governor commenced the address at 0908 hrs and concluded at 0937 hrs.
2. The Governor left a few seconds later.
The Hon' ble Speaker reported that the Governor had been pleased to address the House and also informed that he had received a notice of Motion of thanks under Rule 13(3) of the Rules of Procedure and Conduct of Business from Shri S.P. Swer (APHLC), duly seconded by Shri M.Reidson Momin (APHLC). Thereafter Shri S.P. Swer, moved the following motion:-
|" That the members of the Meghalaya Legislative Assembly assembled in this Session are deeply grateful to the Governor for the address which he has been pleased to deliver to this House today, the 10th March, 1976".|
The Hon' ble Speaker announced the report of the Business Advisory Committee settling the business for the current Session of the Assembly which was approved by the House.
The Hon' ble Speaker nominated the following members to the Panel of Chairmen for the current Session:-
1. Shri G. Mylliemngap )APHLC);
2. Shri W. Syiemiong (HSPDP);
3. Shri H. Hadem (APHLC);
4. Shri D.N. Joshi (CONG).
Shri B.B. Lyngdoh, Minister for Law, caused the Notification under Section11 of the Delimitation Act, 1972, to be laid on the Members' Table.
Shri W.A. Sangma, Chief Minister, made references to the recent demise of (1) Shri Moinul Haque Choudhury, (2) Sardar Giani Gurmukh Singh Mussafir, (3) Shri Kyasambally Chengalarya Reddy; three outstanding parliamentarians of the Country, and recalled the various contributions made by each of them towards service to the Nation. He said that their death was irreparable loss to the country.
Shri Maham Singh (CONG), Leader of the Opposition and Shri S.D. Khongwir (HSPDP), also joined the Chief Minister in condoling the death of these outstanding leaders and expressed their deep sense of sorrow and of loss to the country at their untimely demise.
Associating himself with the sentiments expressed by the members of the House, the Hon' ble Speaker referred to the qualities of head and heart of the three deceased leaders. The House then stood in silence for two minutes as a mark of respect to the departed leaders.
As there was no more business to be transacted, the House was adjourned at 0955 hrs, to meet again on Friday, March 12, 1976.
