The Assembly met at 9.30 A.M. With the Speaker in the Chair.
Unstarred Questions No.48 to 56 with supplementaries thereto were disposed of.
Prof. M.N. Majaw called the attention of the Chief Minister under Rule 54 of the Rules of Procedure and Conduct of Business in the Meghalaya Legislative Assembly to the news-item published in "U Kyrwoh Ka Rilum" on the 18th May, 1977, under the caption "Ka Meghalaya House Ha Calcutta".
The Chief Minister made a statement informing the HOuse that rules regarding accomodation in the Meghalaya House at Calcutta have already been framed. He also apprised the House that the complaints against the Trade Adviser and Director of Movements, Government of Meghalaya, at Calcutta were being enquired into.
(i) The Meghalaya Transfer of Land (Regulation) (Amendment) Bill, 1977, by Shri S.P. Swer was introduced.
(ii) The leave for introduction of another Bill with the same title by Shri R. Lyngdoh was refused by the House.
(a) Shri S.D. Khongwir moved the following motion:-
|" This House do now discuss about the measures for the protection and development of the tribal people of the State".|
He was of the opinion that the Sixth Schedule to the Constitution was not sufficient to deal with the various problems confronting the tribal people and, therefore, wanted the Constitution to be suitably amended with a view to safeguard the interest and preserving the distinct identity of the tribals.
The following members also participated in the discussion on the motion and expressed identical view points :-
