The Assembly met at 9.30 A.M. with the Deputy Speaker in the Chair.
The Deputy Speaker announced the report of the Business Advisory Committee recommending allotment of time for business of different kinds during the current session. Before the report was proposed by the Chair for acceptance, Shri S.D. Khongwir, Leader of the H.S.P.D.P. Group wanted more days to be allotted for voting on Demands for Grants and requested the House to refer this matter back to the Committee.
The following members also fell in line with Shri S.D. Khongwir :
|(i) Shri H. Hadem;|
|(ii) Shri W. Syiemiong; and|
|(iii) Shri P.R. Kyndiah.|
Prof. M.N. Majaw also wanted more days to be allotted for general discussion on the Budget.
The Leader of the House, Shri W.A. Sangma, conceded the request and the matter stood referred to the Committee by leave of the House.
The Deputy Speaker nominated the following members to constitute the Panel of Chairmen for the current session:
|(i)||Shri H. Hadem;|
|(ii)||Shri Plansing Marak;|
|(iii)||Shri S.P. Swer; and|
|(iv)||Shri W. Syiemiong.|
The Chief Minister, Shri W.A. Sangma caused the following rules to be laid on the table:
|(i).||The Meghalaya Civil Service Rules, 1975;|
|(ii).||The Meghalaya Secretariat Services Rules, 1973;|
|(iii).||The Meghalaya Secretariat Subordinate Services Rules, 1973;|
|(iv).||The Meghalaya Transport Corporation Rules, 1976; and|
|The Meghalaya Motor Vehicles (Licensing of Goods Booking Agents) Rules, 1976.|
The Chief Minister also caused the following Notifications to be laid on the table:
|(i).||No.TPT.176/Pt.1, dated 1st October, 1976;|
|(ii).||No.TPT.176/76/Pt.iv, dated 29th September, 1976;|
|(iii).||No. TRANS.151/75/244, dated 25th August, 1976;|
|(iv).||No.TPT.221/76/23, dated 14th March, 1977; and|
|(v).||No.TPT.176/76/2. dated 27th September, 1976.|
Shri Sandford K. Marak, Minister of Tourism, caused the above document to be laid on the table.
Shri S.D. Khongwir, Chairman, P.A.C. presented the Forth Report of the Committee on Public Accounts.
Shri S.D. Khongwir, Chairman, P.A.C. moved the following motion which was adopted by the House :-
|" This Assembly do elect 5(five) members in accordance with Rule 242(1) of the Rules of Procedure and Conduct of Business in the Meghalaya Legislative Assembly to the Committee on Public Accounts for the term beginning 7th July, 1977".|
Shri Plansing Marak, Chairman, Committee on Estimates, moved the following motion which was also adopted by the House:
|" This Assembly do elect 7(seven) members in accordance with Rule 244(1) of the Rules of Procedure and Conduct of Business in the Meghalaya Legislative Assembly to the Committee on Estimates for the term beginning 7th July, 1977".|
The Leader of the House, Shri W.A. Sangma, made a reference to the sad demise of Shri Hem Barua, a former M.P. from Assam. Recounting the various achievements and contributions made by Shri Hem Barua during his life time, he was termed by Shri Sangma as prominent patriot and an able parliamentarian.
Shri B.B. Lyngdoh and Shri S.D. Khongwir also associated themselves with the sentiments expressed by the Leader of the House, and stated that the country has suffered a great loss in the passing away of Shri Barua.
The Deputy Speaker, Shri S. Sangma, also fell in line with the earlier speakers and prayed for eternal rest and peace to the departed soul, as well a strength and fortitude to the members of the bereaved family.
The House stood in silence for 1 Minute as a mark of respect to Shri Barua.
The House stood adjourned at 9.57 A.M. to meet again at 9.30 A.M. on Friday, May 27, 1977.
