BUDGET SESSION, 1977

BULLETIN NO.2.

        The Assembly met at 9.30 A.M. with the Deputy Speaker in the Chair.

1. REPORT OF THE BUSINESS ADVISORY COMMITTEE:

        The Deputy Speaker announced the Report of the Business Advisory Committee recommending re-allocation of time for transaction of various classes of business in pursuance of the decision of the House taken on the 25th May, 1977. The Report was unanimously accepted by the House.

2. Q U E S T I O N:

        Unstarred question No.1 with supplementaries thereto were disposed of.

3. INTRODUCTION OF GOVERNMENT BILLS:

        Shri Maham Singh, Minister for Parliamentary Affairs, Revenue etc. introduced the following Bills:

(i). The Legislative Assembly of Meghalaya (Members' Pension ) Bill, 1977; and
(ii). The Meghalaya Transfer of Land (Regulation) (Amendment) Bill, 1977.

4. GENERAL DISCUSSION ON THE BUDGET:

        Shri Bester Kharkongor initiated the discussion on the Budget and spoke at length mainly on matters affecting the general interest of the people in his constituency.

        The following members also participated in the debate and spoke on a wide range of subjects like price rise, Plan allocation, co-operation, adult literacy, development of horticulture, veterinary, fishery, deforestation, standard of education, road communication, need for construction of school, college and dispensary buildings, soil conservation etc:

(i). Shri A. Warjri;
(ii). Shri O.L. Nongtdu.

5. ADJOURNMENT:

        As there were no more members who were willing to participate, the presiding Chairman, Shri S.P. Swer adjourned the House at 10.44 A.M. to meet again at 9.30 A.M. on May 28, 1977.
