        The Assembly met at 9.30 A.M. with the Speaker in the Chair.

1. Q U E S T I O N S :

        Replies to Unstarred questions Nos.7, 9, 10 and 11 were laid on the table. Unstarred question No.8 and 12 with supplementaries thereto were also disposed of.

2. STATEMENT BY THE CHIEF MINISTER:

        The Speaker informed the House that he had received a letter from the Chief Minister requesting permission to make a statement on the subject of Family Planning. The Chair held that if the desire of the Chief Minister was to make the proposed statement by way of clarification to the points raised on the subject by various members in the course of the general discussion on the Budget, then the statement could wait till the next day which had been allotted for reply to the debate on the Budget, but if the Chief Minister wanted to make a statement on the Family Planning Policy of the Government under the changed circumstances, such a statement was relevant.

        The Chief Minister then informed the House that the Budget allocations for Family Planning Programmes were made on a lumpsum basis on the line of provisions made during the earlier year. In view of the changed situation the entire provision on this Head was proposed to be utilised solely for the purpose of child welfare and maternity benefits.

3. GENERAL DISCUSSION ON THE BUDGET:

        Shri B.B. Lyngdoh took the floor to open the discussion. He was not in favour of nay industries which were not of real benefit to the people of the State and the establishment of which did not afford at least 75% of the employment opportunities to the local people. He advocated the diversion of 50% of the allocations under education budget towards promotion of technical education.

        The following members also participated in the Budget discussion in the course of which subjects like construction of hospitals, buildings, public health, agriculture, irrigation, road communication, education and border areas development found prominence :-

ii). Shri Y. Fuller Lyngdoh;
iii). Shri G. Mylliemngap;
iv). Shri H.E. Poshna;
v). Shri P.N Choudhury;
vi). Shri Samshul Haque; and
vii). Shri Prittington Sangma.

4. ADJOURNMENT :

        As there were no more members willing to participate, the presiding Chairman, Shri S.P. Swer, adjourned the House at 12-45 to meet again on Wednesday, June 1, 1977 at 9.30 A.M.
