The Assembly met at 9.30 A.M. with the Speaker in the Chair.

1.    GENERAL DISCUSSION ON THE BUDGET

        The following members participated in the Budget discussion :-

1. Shri. H.L. Nongsiang (ULF)
2. Shri. Bhaskar Choudhury (MULF)
3. Shri. Medras Mylliem (ULP)
4. Shri. J.N. Bantha (MULF)
5. Shri. L. Kharlukhi (ULP)

        Most of the participants dealt with various issues of public importance referred to in the Budget speech and offered their individual suggestion for proper implementation of various policies and programmes.

        Shri. Nongsiang was not happy with the past performances of the Co-operation Department and emphasized the need for revitalising the activities of this Department. He wanted that primary education should be provincialised and advocated increase in the pay and emoluments of all aided-school teachers.

        Shri. Bhaskar Choudhury complained that rowdism was in the increase of late in and around Shillong town. He was for immediate demonopolisation of the Shillong-Gauhati route for passenger and goods traffic and issuance of more permits for buses and taxis to meet the growing needs of the travelling public.

        Shri. Medras Mylliem pleaded for impetus to the potato growers in the upland areas.

        Shri. J.N. Bantha laid particular emphasis on the immediate need for improving the road communication network in the Garo Hills.

        Shri. L. Kharlukhi pleaded for modernisation of agriculture and horticulture in the State as the livelihood of the bulk of the population of the State still depended on agriculture. He also wanted the establishment of another Meghalaya Police Battalion by which, he claimed, the unemployment problem will have been solved to a certain extent. It was his contention that the construction of the Shillong-Nongstoin-Tura Road need be completed within the least possible time. He stressed the need for early settlement of the boundary issue between Assam and Meghalaya.

3.    ADJOURNMENT :

        As there were no more members willing to speak the House was adjourned by the Deputy Speaker at 12.31 P.M. till 9.30 A.M. on Friday, June 16, 1978.
