The Assembly met at 9.30 A.M. with the Speaker in the Chair.

1.    CALLING ATTENTION :

        Shri. G. Mylliemngap (ULP) called the attention of the Chief Minister under Rule 54 of the Rules of Procedure and Conduct of Business to the repeated demand made by leaders from different quarters for instituting a probe into the alleged financial and other irregularities in the North Eastern Hill University.

        The Chief Minister, Shri. D.D. Pugh, made a statement apprising the House that the University was a Central University established through the North Eastern Hill University Act, 1973, and that the State Government had no direct control over the management of the University. He stated that the Government was aware of the various allegations made through various news media but was not in a position to assert that these allegations were well-founded. He, however, apprised the House that Government endorsed the demand for a probe into the whole affair.

2.    GENERAL DISCUSSION ON THE BUDGET :

        Shri. S.D.D. Nichols Roy took the floor and presented his view points on various policy matters as reflected in the Budget Speech. He complained that the Indo-Danish Project was mis-managed. He was in favour of either taking over the management of primary education or strengthening the hands of the District Councils in running the schools effectively. He was not very happy over the reported decision of the Government to abandon the Greater Water Supply Scheme and pleaded for alternative scheme. It was his submission that the Government should take up the place of re-opening the Umroi Airfield with the Centre and once again place Meghalaya in the air map of India.

        Dr. B.K. Roy (MULF) complained that of late there had been much talk about the term "non-Tribal" of Meghalaya. He made a submission that the interest of the genuine non-tribal Meghalayans should be safeguarded for the interest of the State as a whole.

3.    ADJOURNMENT

        As there was no other member willing to participate the House was adjourned by the Speaker at 10.16 A.M. till 9.30 A.M. on Monday, June 19, 1978.
