The Assembly met at 9.30 A.M. with the Speaker pro tem in the Chair.
The Speaker pro tem informed that House that 5 valid nomination papers were received till 3.30 P.M. on March 19, 1978, of which two were in favour of Shri. W. Syiemiong (HSPDP) and three in favour of Shri. P.G. Marbaniang (Cong.)
There being more than one nomination for this office, the House proceeded to elect the Speaker by ballot under sub-rule (4) of Rule 7 of the Rules of Procedure and Conduct of Business.
The Speaker Pro tem announced that Shri. P.G. Marbaniang had polled 25 votes and Shri. W. Syiemiong 34 votes. He, therefore, declared that Shri. W. Syiemiong had been duly elected and invited him to occupy the Chair. Shri. W. Syiemiong was conducted to the Chair by the Deputy Chief Minister, Shri. S.D. Khongwir and Shri. Maham Singh (Cong.)
Felicitating the newly-elected Speaker, the Deputy Chief Minister Shri. S.D. Khongwir, described the office of the Speaker as an onerous one and the incumbent as an impartial custodian of rights and privileges of the members. He expressed the hope that the honour and dignity of the House would be uppermost in the mind of the present Speaker.

The Chief Minister, who entered the Chamber after the election was over, tendered his apology for not being able to take part in the proceedings earlier inspite of his best efforts. He expressed confidence that under the able guidance of the Speaker the House will be able to uphold the best traditions, conventions and practices in keeping with the parliamentary democracy.
The Speaker expressed his gratitude to the hon. members for reposing their confidence and trust in him by electing him to this high office and ensured the House that he would try his best to act with impartiality.
The Speaker nominated the following hon. members to the Business Advisory Committee under his chairmanship :-

|3.||Shri. B.B. Lyngdoh.|
|4.||Shri. B. Wanniang.|
Shri. M.N. Majaw moved the following motion which was adopted the House :-
"That this House do now adjourn till 3.55 P.M. today to enable the Governor address the House."

The House reassembled at 3.55 P.M. The Speaker requested the Hon. members to be seated and left the Chamber to receive the Governor.
The Governor was ushered into the Chamber with due ceremony he delivered his address under Article 176 at 4 P.M. which concluded at 4.22 P.M.
The Speaker reported tot he House that the Governor had been pleased to deliver the address, a copy of which has been placed on the Table.
He also informed the House that he had received a notice of Motion of Thanks to the Governor's Address by Shri. B.B. Lyngdoh (APHLC) and seconded by Shri. B. Wanniang (HSPDP). The following motion was moved by Shri. Lyngdoh and seconded by Shri. Wanniang.
"That the members of the Meghalaya Legislative Assembly assembled in this session are deeply grateful to the Governor for the address which he has been pleased to deliver to this House today, the 20th March, 1978"
The Speaker announced that members desirous of tabling any amendment to the motion should do so by addressing the Secretary not late than 3.30 P.M. on March 21, 1978.
The House was adjourned till 9.30 A,M. on March 21, 1978.
