The Assembly met at 9.30 A.M. With the Speaker in the Chair.
Unstarred Questions Nos. 2 - 7 were disposed of.
The following members took part in the budget discussion :-

Shri. Nongkynrih wanted total prohibition to be imposed in the State immediately, while Shri. Tariang spoke at length on various problems confronting his constituencies as a whole and the border areas in particular.
Shri. P.R. Kyndiah, Minister-in-charge of Co-operation etc., Shri. Rowell Lyngdoh, Minister-in-charge of Printing & Stationery and Shri. M.N. Majaw, Minister, Law, replied by way of clarification to the various points raised during the general discussion on the Budget by the earlier participants so far as they related to their Departments. These were made with particular reference to the revitalisation of the Co-operation Department, establishment of Hindustan Machine Tool Unit, production of cement, activities of the Meghalaya Industrial Development Corporation, the Meghalaya Land Transfer (Regulation) Act, acquisition of land by Defence Authorities, boundary dispute with Assam, etc.
The Hose adjourned for a short period to allow time to the Finance Minister to prepare himself for reply to the Budget debate.

The Finance Minister, Shri. S.D. Khongwir, thanked the members for the interest shown by them in the discussion and informed them that all constructive suggestions put forward during the debate had been taken due note of and Government would consider to how best they could be implemented. He assured the House that Government would effect changes in the budget estimates, if need be, to reflect the policies of the present Government and accommodate the various needs and aspirations of the people.
The Hose was adjourned at 1.6 P.M. till 9.30 A.M. on Wednesday, June 21, 1978.
