The Assembly met at 9.30 A.M. with the Speaker in the Chair.

1.    SUPPLEMENTARY DEMANDS FOR GRANTS AND SUPPLEMENTARY APPROPRIATION, 1978 :

        The House passed Supplementary Demands No. 1 - 51 without any discussion.

2.    THE MEGHALAYA APPROPRIATION (NO.1) BILL, 1978;

        The Meghalaya Appropriation (No.1) Bill, 1978, relating to the Supplementary Demands for Grants and Supplementary Appropriation for 1977-78 was introduced and passed without any discussion.

3.    INTRODUCTION OF GOVERNMENT BILLS :

        The following Bills were introduced :-

(i) The Meghalaya (Ministers' Salaries and Allowances) (Amendment) Bill, 1978 by Shri. S.D. Khongwir, Deputy Chief Minister and Minister incharge of Finance; and
(ii) The Meghalaya Municipal (Garo Hills Autonomous District) Bill, 1978, by Shri. P.R. Kyndiah, Minister, Municipal Administration.

4.    ELECTION OF DEPUTY SPEAKER :-

        The Speaker announced that 3 valid nominations were received from the office of the Deputy Speaker till 3.30 P.M. on March 27, 1978, two of which were in favour of Shri. Beninstand G. Momin, U.L.P. (APHLC) and on in favour of Shri. Upstar Kharbuli (CONG.). The Speaker also informed the House that the nomination paper of Shri. Upstar Kharbuli was withdrawn both by the candidate and the proposer in the morning before the House assembled on March 28, 1978, and, therefore, declared that Shri Beninstand Momin was duly elected unanimously.

5.       FELICITATIONS TO THE DEPUTY SPEAKER

        The following Ministers and Members felicitated Shri. Beninstand G. Momin one being unanimously elected as the Deputy Speaker, beside the Speaker :-

        The Deputy Speaker thanked all the well-wishers and assured that it would be his earnest endeavour to safeguard the rights and privileges of all the members irrespective of party affiliations and to maintain the dignity and decorum of the House.

ADJOURNMENT

        There being no more business to be transacted the House rose at 11.40 A.M. to meet again at 9.30 A.M. on Thursday March 30, 1978.
