The Assembly met at 9.30 A.M. with the Speaker in the Chair.
It was a Private Members' Day.
Unstarred Questions Nos. 87 to 114 and 116 to 125 were disposed of with Supplementaries thereto. There was no supplementary on question No.115.
(i) Shri. Prithington Sangma (APHLC) moved :
"This House do now discuss the urgent need of completing the construction of the Rongjeng - Mangsang - Adokgiri Road".
He submitted that the road was taken up for construction towards the end of the 4th Plan period. He made a strong plea for completion of the road on the ground that the area was backward lacking proper means of communication. Shri. Reidson Momin and Shri. P.G. Momin, both APHLC, supported the motion.
The Minister of State for P.W.D., Shri. S.P. Swer, informed the House that the road was taken up in phases and that Government expected to complete the road during the 6th Plan period.
(ii) Shri. Prithington Sangma (APHLC) moved :
"This House do now discuss the need of shifting the office of the Executive Engineer, Tura East Division P.W.D. (R & B) from Tura to Williamnagar".
He saw no justification for the office to function from Tura when it was created exclusively for the East Garo Hills District. He complained that various public works had suffered in the East Garo Hills due to lack of proper attention and supervision by the division. Shri. Salseng Marak (MULF), Shri. Manik Das (MULF) and Shri. P.G. Momin (APHLC) supported the motion.
In reply the Minister of State for P.W.D., Shri. S.P. Swer, informed the House that preparations were under way to construct the office buildings and staff quarters for the P.W.D. Division and that shifting would be effected as soon as these were completed.
(iii) Motion No.6 of the 4th batch of the balloted lift was not moved.
(iv) Shri. H. Hadem (HSPDP) moved :
"This House do now discuss the slow progress of construction of the Shangpung-Sutnga Road"
He complained that the construction of this important road was not given due priority.
Shri. B. Pakem (HSPDP) supported the motion.
The Minister of State for P.W.D., Shri. S.P. Swer, informed the House that proper alignment for the road was being worked cut with provision for feeder roads to connect important villages. He assumed the House that this work would be taken up expeditiously.
(v) Shri. B.K. Roy (MULP) moved :
"This House do not discuss the policy of the Government in the matter of determination of Permanent Residence in the State".
He made a strong submission before the House to the effect that the members of the non-tribal Meghalayans were being put to numerous difficulties in obtaining "Residential Certificate" primarily owing to the fact the the term "Permanent Residence" had not been defined by the Government. He complained that the Political Department had prescribed certain rigid conditions for regulating issue of certificates which were not even required for obtaining an international passport.
Shri. E. Iawphniaw (HSPDP) expressed the view that certain safeguards were necessary to protect the distinct identity of the tribal people but indicated to the House that the co-operation of the non-tribal communities were also necessary to deal with the influx of outsiders, Shri. Mukul Das (IND.), Shri. D.N. Joshi (MULF) and Shri. B. Pakem (HSPDP) submitted before the House that the definition of permanent residence should be clear to avoid all complicacies in the matter of issue of residential certificates to the genuine Meghalayans.
As time was already up, the discussion on this motion could not be concluded.
The House was adjourned till 9.30 A.M. on Wednesday, April 11, 1979.
