The Assembly met at 9.30 A.M. with the Speaker in the Chair.
Shri. M.N. Majaw, Minister, Finance presented the Budget estimates for the year 1979-80 and delivered his budget speech.
Shri. M.N. Majaw, Minister, Finance presented the Vote on Account for the 1st quarter of the Financial year 1979-80.
Shri. M.N. Majaw, Minister, Finance moved the following motion :-
"That an amount not exceeding Rs.17,97,80,800/- (Rupees seventeen crores, ninety seven lakhs, eighty thousand and eight hundred) be granted to the Governor in advance to defray charges in respect of different Departments during the first quarter of the financial year ending the 31st March, 1980, under grants shown in the On Account Budget 1979 - 80".
The Speaker delivered his ruling on the admissibility of the Notice for adjournment motion tabled by Shri. H. Hadem (HSPDP) on the 15th March, 1979, dismissing the Notice as out of order on the ground that sufficient scopes for bringing the subject matter of the adjournment motion before the House under various provision of the Assembly Rules were still open tot he member.
Shri. M.N. Majaw, Minister, Finance introduced the following Bills :-
|(i)||The Meghalaya Finance Bill, 1979,|
|(ii)||The Meghalaya Purchase Tax (Amendment) Bill, 1979.|
|(iii)||The Meghalaya Finance (Sales Tax) (Amendment) Bill, 1979.|
|(iv)||The Meghalaya Sales Tax (Amendment) Bill, 1979.|
The Chief Minister, Shri. D.D. Pugh, made a statement detailing the recent incidents in the Meghalaya Assam Border at Hakumari and Khaduli and the steps taken by the Government to diffuse the tension and restore normalcy in these areas pending settlement of the boundary issue.
As there was no more business for transaction, the House rose at 11.47 A.M. till 9.30 A.M. on Monday, the 19th March, 1979.
