The Assembly met at 9.30 A.M. with the Speaker in the Chair.
Unstarred Questions Nos.4 to 7 with supplementaries thereto were disposed of.
The Meghalaya Appropriation (No. II) Bill, 1979 was passed without any discussion.
The Minister for Finance, Shri. M.N. Majaw, introduced the following Bills :
(i) The Legislative Assembly of Meghalaya (Speaker and Deputy Speaker Salaries and Allowances) (Amendment) Bill, 1979;
(ii) The Meghalaya (Ministers' Salaries and Allowances) (Amendment) Bill, 1979.
Shri. B.B. Lyngdoh, Chairman, Committee of Privileges, moved the following motion which was adopted by the House:-
"That this Assembly agrees to the extension of time for submission of the Reports of the Committee of Privileges relating to the complaints of breach of privilege against Shri. Y. Fuller Lyngdoh Mawnai, the then Minister i/c P.W.D., moved on the 23rd January, 1979 by Shri. D.D. Lapang, M.L.A. and against Prof. M.N. Majaw, Minister, Law, etc., moved on the 24th January, 1979 by Shri. Upstar Kharbuli, M.L.A. till the 25th June, 1979."
Shri. B. Pakem (HSPDP) initiated the general discussion on the Budget. He dwelt at length in particular on the necessity of the re-transfer of erstwhile Blocks I and II of Karbi Anglong District of Assam into Meghalaya as the area traditionally belonged to Jaintia Hills, and on the immediate need of holding election at Hakumari in the Rambri-Myriaw District Council Constituency.
The following hon. members also participated in the discussion and offer their individual suggestions for better implementation of various plans and programmes envisaged in the Budget Speech :-
