The Assembly met at 9.30 A.M. with the Speaker in the Chair.

        There was no question.

2.    LAYING OF ORDINANCES :

        The Chief Minister cause the following ordinances to be laid :

        (i) The Meghalaya Preventive Detention Ordinance, 1979,

        (ii) The Meghalaya Preventive Detention (Amendment) Ordinance, 1979.

3.    LAYING OF RULES, REPORTS ETC :

        The following documents were laid on the table/presented :-

(i)

The First Annual Report and Accounts of the Meghalaya State Warehousing Corporation for the years 1973-74, 1974-75, 1975-76 and 1976-77, by Shri. Fuller Lyngdoh Mawnai, Minister, Co-operation;

(ii)

The Fourth Report of the Committee on Government Assurances, by Shri. Rowell Lyngdoh, Chairman, Committee on Government Assurances;

(iii)

(a) The Report of the Comptroller and Auditor General of India for the year, 1977-78,

(b) Appropriation Accounts, 1977-78; and

(c) Finance Accounts, 1977-78; by Shri. S.D. Khongwir, Deputy Chief Minister and Minister for Finance.

4.    SELECT COMMITTEE :

        The following motions were adopted by the House :-

(i)

"This Assembly agreed to the extension of time for submission of the Report of the Select Committee on the Meghalaya Maintenance of Public Order (Amendment) Bill, 1979, till the 21st March, 1980; (moved by Shri. B.B. Lyngdoh, Chief Minister) ;

(ii)

"That the Meghalaya Removal of Restrictions on Use and Enjoyment of Land Bill, 1979 be referred to as with instructions to report on or before the 31st March, 1980 :-

(1) Shri. S.D. Khongwir, Deputy Chief Minister

- Chairman.

(2) Shri. B. Pakem, Minister incharge Revenue etc.

- Member.

(3) Shri. Maham Singh, Minister-incharge Parliamentary Affairs, etc.

5.    DEBATES ON GOVERNOR'S ADDRESS :

        Shri. D.N. Joshi initiated the discussion on the Motion of Thanks to the Governor's Address moved by him on the 28th February, 1980. While congratulating the Governor for the Address, he broadly dealt with various matters referred to in the Address.

        Shri. J.D. Pohrmen moved the following amendment to the Motion of Thanks :-

    "but it regrets that no mention has been made of the atrocities committed by C.R.P. personnel against a large number of the innocent people in and around Shillong; on the fact that there was no election to the Lok Sabha from the 1 - Shillong Parliamentary Constituency; the finalisation of election procedures with regard to the Rambrai Constituency of the Khasi Hills District Council. establishment of mini- cement plants in the State; extending subsidy for bone-meal and other fertilizers to farmers; the boundary issues with Bangladesh vis-a-vis Meghalaya; and the test relief scheme for the drought-affected areas".

        The following members also participated and raised various issues which were either mentioned in the Governor's Address or which they felt need specific mention in the Address :-

(i) Shri. S.P. Swer;
(ii) Shri. E. Iawphniaw;
(iii) Shri. J.C. Marak;
(iv) Shri. Bhaskar Choudhury; and
(v) Shri. M.N. Majaw.

           ADJOURNMENT :

        The House rose at 1.12 P.M. and stood adjourned till 9.30 A.M. on Tuesday, March 4, 1980.
