The Assembly met at 9.30 A.M. with the Speaker in the Chair.

1.    QUESTIONS :

        Starred Question No.5 and unstarred questions Nos.23 to 29 were disposed of with supplementaries thereto.

2.    ZERO HOUR :

        Shri. M.N. Majaw contended before the House that there was undue delay in implementing the recommendations of the Pay Commission.

        The Deputy Chief Minister and Minister for Finance, Shri. S.D. Khongwir, maintained that the Government had done its best to give effect to the recommendations of the Pay Commission and denied that there had been undue delay on this score inasmuch as the Government would be implementing the recommendations of the Commission within a few months after the presentation of the report.

3.    VOTING ON SUPPLEMENTARY DEMANDS FOR GRANTS :

        The House passed Supplementary Demands Nos.1 - 21. The Cut Motions. in respect of Demands Nos.1, 2 and 3 were withdrawn after adequate clarification by the Ministers concerned. The Cut Motions standing against Demand Nos.5, 8 and 14 were guillotined for want of time.

4.    THE MEGHALAYA APPROPRIATION (NO. I) BILL, 1980 :

        The Meghalaya Appropriation (No.I) Bill , 1980, relating to the Supplementary Demands was introduced by the Deputy Chief Minister and Minister for Finance, Shri S.D. Khongwir.

        ADJOURNMENT :

        The House rose at 1.50 P.M. and the Deputy Speaker adjourned the House till 9.30 A.M. on Tuesday, March 18, 1980.
