BUDGET SESSION, 1980

        The Assembly met at 9.30 A.M. with the Deputy Speaker in the Chair.

1.    QUESTIONS :

        Starred question No.7 and Unstarred questions Nos.41 to 50 were disposed of with supplementaries thereto.

2.    ZERO HOUR :

        Shri. P.R. Kyndiah, Leader of the Opposition, made a reference to the frequent traffic jam in the Shillong-Gauhati Road beginning from Police Bazar to Mawlai and more particularly at Iewduh which gave rise to increasing number of accidents.

        The Chief Minister, Shri. B.B. Lyngdoh, admitted that traffic jam in various parts of the city was a regular feature. He informed the House that Government was in touch with the Defence Ministry for procuring land in the Cantonment Area for a suitable parking place, by which he hoped the traffic problem could be dealt with to a great extent.

3.    MOTION FOR EXTENSION OF TIME FOR SUBMISSION OF REPORT :

        Shri. S.D. Khongwir, Deputy Chief Minister, and member of the Select Committee on the Meghalaya Maintenance of Public Order (Amendment) Bill, 1979, moved a motion seeking further extension of time for submission of the Report of the Select Committee on the said Bill till April 4, 1980, to which the House consented.

4.    GENERAL DISCUSSION ON THE BUDGET :

        Shri. M.N. Majaw initiated the general discussion on the Budget. The following members also spoke on a number of points referred ton the Budget speech :-

(i) Shri. S.D.D. Nichols-Roy;
(ii) Shri. Grohonsing A. Marak;
(iii) Shri. E. Iawphniaw;
(iv) Shri. J.N. Banta;
(v) Shri. Akramozzaman;
(vi) Shri. B.W. Momin;
(vii) Shri. Jackman Marak; and
(viii) Shri. Albin Lamare.

        ADJOURNMENT :

        The House was adjourned by the Deputy Speaker till 9.30 A.M. on Thursday, March 20, 1980.
