The Assembly met at 9.30 A.M. with the Speaker in the Chair.
Immediately after entering, the Speaker left the Chamber to receive the Governor.
The Governor entered the Chamber at 9.36 A.M. and began his Address to the House under Article176 of the Constitution which lasted till 10-05 A.M.
The Hon'ble Speaker reported that the Governor had been pleased to address the House and caused a copy of the Address to be laid on the Table.
Shri. D.N. Joshi moved the following motion :
"That the members of the Meghalaya Legislative Assembly assembled in this Session are deeply grateful to the Governor for the Address which he has been pleased to deliver to this House today, the 28th February, 1980".
The House reassembled at 11 A.M.
The Chief Minister, Shri. B.B. Lyngdoh, referred to the demise of the following dignitaries :
|1.||Shri. B.G. Verma, former Union Deputy Minister for Labour and Rehabilitation;|
|2.||Smti. Percylina Marak, Ex-M.L.A.;|
|3.||Shri. Girash Marak, M.L.A. ; and|
|4.||Shri. Manik Das, M.L.A.|
The following members also made moving reference to the demise of the above personages and paid glowing tributes in memory of their services to the nation :
|1.||Shri. S.D. Khongwir, Deputy Chief Minister;|
|2.||Shri. P.R. Kyndiah, Leader of the Opposition;|
|3.||Shri. Shri. M.N. Majaw;|
|4.||Shri. W.A. Sangma;|
|5.||Dr. B.K. Roy;|
|6.||Shri. E.K. Mawlong;|
|7.||Shri. J.D. Pohrmen; and|
|8.||Shri. Mozibar Rahman.|
The Speaker also associated with the sentiments expressed by the members and proposed two minutes silence as a mark of respect to the deceased. The House then observed silence for two minutes.
The House rose at 12 noon and stood adjourned till 9.30 A.M. on Friday, February 29, 1980.
