        The Assembly met at 10 A.M. with the Deputy Speaker presiding.

        There was no questions for disposal.

2. ZERO HOUR :

        Dr. B.K. Roy reported that a group of hawkers had been operating in and around Shillong and selling goods with common slogan "every article for two rupees", Dr. Roy doubted the nationality of those people.

        The Dy. Chief Minister replied that Government had been aware of the presence of those peddlers since December 1980. On enquiry by the Government these people were reported to be from West Bengal and Bihar. The Dy. Chief Minister added that a reference had been made to the concerned State Governments as to the veracity of the home addresses given by those peddlers.

3. RESULT OF ELECTION TO THE PUBLIC ACCOUNTS COMMITTEE :

        The Chair announced that Shri Obil Kyndait had been elected unopposed to the Committee on Public Accounts to fill the vacancy caused by the induction of Shri G. Mylliemngap into the Ministry.

4. STATEMENT BY MINISTER :

        The Chief Minister made a detailed statement regarding Integrated Rural Development Programmes and the fund allocations for the programmes during the 6th Plan.

5. VOTING ON DEMANDS FOR GRANTS :

        The House passed Demands for Grants Nos.58, 59, 61 and 63. The Cut Motions on Grants Nos.58 and 59 were withdrawn on adequate reply by the Ministers concerned.

        The discussion on grant No.52 could not be concluded for want of time.

ADJOURNMENT :

        The House was adjourned by the Deputy Speaker till 10 A.M. on Thursday, March 19, 1981.
