BUDGET SESSION, 1981

BULLETIN NO. 1

Monday, February 23, 1981.

        The Assembly met at 10 a.m. with the Speaker in the Chair.

        The Speaker announced that he had received a notice of adjournment motion from Shri M.N. Majaw, but ruled that the notice could not be taken up for consideration till the Governor had delivered his address to the House and hence deferred the notice till the following day.

        The Speaker left the Chamber to receive the Governor. The Governor was ushered in and the national anthem was played.

        1. ADDRESS BY THE GOVERNOR :

        The Governor commenced his address to the House under article 176 of the Constitution at 10.10 a.m. and concluded at 10.48 a.m.

        After the departure of the Governor, the Speaker reported that the Governor had been pleased to address the House and caused a copy of the address to be placed in the table of the House.

        The Assembly was adjourned till 12 noon.

        (The House reassembled at 12 noon) 

        2. MOTION OF THANKS :

        Shri L. Kharlukhi moved the following motion :

        " That the members of the Meghalaya Legislative Assembly assembled in this Session are deeply grateful to the Governor for the address which he has been pleased to deliver to this House today the 23rd February, 1981 ".

        The Motion was seconded by Shri Tubarlin Lyngdoh.

        3. REPORT OF THE BUSINESS ADVISORY COMMITTEE :

        The Speaker announced the report of the Business Advisory Committee recommending time allocation for various classes of business for the current session and the calendar drawn up by the Committee was approved on a motion moved by the Minister for Parliamentary Affairs, Shri H. Hadem, under Rule 231 of the Rules of Procedure and Conduct of Business.

        4. PANEL OF CHAIRMEN :

        The Speaker nominated the following members to constitute the Panel of Chairmen for the current Session :-

( i )

Shri S.D.D. Nichols Roy ;

( ii )

Shri Rowell Lyngdoh ;

( iii )

Singjan Sangma ;

( iv )

Shri Mozibar Rahman.

        5. PRESENTATION OF EXCESS GRANTS :

        Shri Maham Singh, Minister for Finance, presented the Demands for Excess Grants for 1977-78.

        6. PRESENTATION OF SUPPLEMENTARY DEMANDS FOR GRANTS :

        Shri Maham Singh, Minister for Finance, presented the Supplementary Demands for Grants and Supplementary Appropriation for 1980-81.

        7. GOVERNMENT NOTIFICATION :

        Shri B.B. Lyngdoh, Chief Minister and Minister incharge of District Council Affairs, laid the Government Notification No.DCA.2/80/Part II/105, dt.19.1.81 regarding the extension of period of taking over of the administration of the Garo Hills Autonomous District Council relating to primary education together with memorandum containing the reasons for such extension.

        8. ANNUAL REPORTS :

        ( i ) The Deputy Chief Minister, Shri S.D. Khongwir, laid the Annual Reports on the working of the Meghalaya Public Service Commission for 1975-76, 1976-77 and 1977-78 together with memorandum thereon.

        ( ii ) The Minister for Power, Shri H. Hadem, laid the Annual Financial Statement of the Meghalaya Electricity Board for 1980-81.

        9. MOTION FOR ELECTION TO THE PUBLIC ACCOUNTS COMMITTEE  :

        The Chairman of the Committee on Public Accounts, Shri D.D. Pugh, moved the following motion which was adopted by the House :

        " Whereas Shri G. Mylliemngap has ceased to  be a member of the Committee on Public Accounts by virtue of his being appointed a Minister a Minister with effect from 6th January, 1981, this Assembly do elect another member in accordance with Rule 244(1) of the Rules of Procedure and Conduct of Business in the Meghalaya Legislative Assembly to fill the vacancy for the remaining term of the said Committee ".

        10. OBITUARY REFERENCES :

        The Chief Minister, Shri B.B. Lyngdoh, referred to the sad demise of the following personages :-

( i )

Rev. Lowell Gatphoh, a former member of the Assam Legislative Council,

( ii )

Shri Kengan Hanumanthaiya, former Chief Minister of Mysore and Ex-Central Minister,

( iii )

Shri Chandalavada Venkat Rao, ex-member of Rajya Sabha from Andhra Pradesh,

( iv )

Shri Deoprakash Rai, a former Minister of West Bengal,

( v )

Shri Bishnuram Medhi, former Chief Minister of Assam and ex-Governor of Tamil Nadu,

( vi )

Shri Mohamedali Currim Chagla, a former Chief Justice of Bombay High Court and former Central Minister.

        The following members also expressed their deep sense of sorrow over the passing away of the leaders :-

(a)

Shri S.D. Khongwir, Deputy Chief Minister.

(b)

Shri P.R. Kyndiah, Leader of the Opposition.

(c)

Shri M.N. Majaw.

(d)

Shri J.D. Pohrmen.

        The Hon'ble Speaker also shared the deep sentiments  expressed by the members and paid glowing tribute to these outstanding personalities for the invaluable services rendered by them to the nation.

        The House observed silence for two minutes as a mark of respect to the departed souls.

        ADJOURNMENT :

        There being no other business to be transacted, the House rose at 12.55 P.M. to meet again at 10 A.M. on Tuesday, February 24, 1981.
