The Assembly met at 10 A.M. with the Speaker in the Chair.
Starred questions Nos.2 - 9 and Unstarred questions Nos. 16-18 and 20-38 were disposed of during the question hour. Unstarred question Nos.25 and 33 were replied to orally, while written replies to Unstarred questions Nos.39-45 were furnished to the members. There were supplementaries on starred questions Nos.2-8 and Unstarred questions Nos.18, 21, 22, 25 - 27, 29, 31, 32 and 38.
Unstarred questions No.19 was deferred till February 26, 1981.
Shri L. Kharlukhi took the floor to initiate the debate on the Governor's Address. He broadly dealt with the salient features of the address and while doing so laid particular emphasis on the need for more health and communication facilities for the rural areas.
Shri J.D. Pohrmen moved the following amendment to the motion of thanks :-
" After the figure 1981, the following be added after substituting the full stop with a semi-colon :-
" but they deeply regret that no mention is made about the need to include members from the Opposition in the State Planning Board, to set up an Agriculture School, subsidising the price of bone-meal and fertilizers, to give a supporting price to pan-leaf, to complete the grand border running from Molidor to Baghmara, to evict encroachers into the land at Dawki already acquired by Government for the Transport Corporation; and the fact that funds for the Blocks are extremely inadequate; and tourism is sadly neglected".
Shri Pohrmen confined his observations to the issue enumerated in his amendment.
