        The Assembly mat at 10 A.M. with the Deputy Speaker in the Chair.

1. ADDRESS BY THE GOVERNOR :

        The Governor was ushered into the Chamber with due ceremony at 10.05 A.M. and the playing of the National Anthem followed.

        The Governor began his speech under Article 176 of the Constitution at 10.07 A.M. and concluded at 10.46 A.M.

        The House was adjourned till 11.30 A.M.

2. MOTION OF THANKS :

        Shri Snomick Kalwing moved the following motion which was seconded by Shri H.L. Nongsiang :-

"That the Members of the Meghalaya Legislative Assembly assembled in this Session are deeply grateful to the Governor for the Address which  he has been pleased to deliver to this House today, the 16th March, 1982."

3. REPORT OF THE BUSINESS ADVISORY COMMITTEE :

        The Chair announced the Business  Advisory Committee's recommendation on time allocation for various classes of business for the current Session. The Calendar for the Session was approved on a motion having been moved to this effect by the Minister for Parliamentary Affairs, Shri H. Hadem.

4. PANEL OF CHAIRMEN :-

(i) Shri S.D.D. Nichols-Roy;
(ii) Shri Rowell Lyngdoh;
(iii) Shri Singjan Sangma;
(iv) Shri Mozibar Rahman.

5. SUPPLEMENTARY DEMANDS FOR GRANTS :

        The Deputy Chief Minister and Minister for Finance, Shri S.D. Khongwir, presented the Supplementary Demands for Grants and Supplementary Appropriations for 1981-82.

6. LAYING OF GOVERNMENT NOTIFICATION REPORTS ETC :

        (a) The Chief Minister, Shri W.A. Sangma, laid the following Notifications :-

(i) No.DCA.52/78/Pt-I/198, dated 26.11.81 relating to the assumption of the Administration of the Garo Hills Autonomous District Council by the Governor with reasons thereof;
(ii) No.DCA.2/80/Pt-II/181, dated 20.1.82 relating to the extension of the period of taking over of the administration of Primary Education in Garo Hills with reasons thereof.

        (b) The Chief Minister also laid the Annual Reports of the Meghalaya Public Service Commission for 1978-79 and 1979-80 with memorandum thereto.

        (c) Shri G. Mylliemngap, Minister for Co-operation, laid the Annual Report and Accounts of the Meghalaya State Warehousing Corporation for 1979-80.

        (d) Shri D.D. Lapang, Minister for Health, laid the Meghalaya Medical Attendance Rules, 1981.

7. OBITUARY REFERENCES :

        The House mourned the death of the following dignitaries and observed silence for two minutes :-

(i) Late Shri Kartik Oraon, Central Minister of State for Communication;
(ii) Late Shri Khwaja Mubarak Shah, former Minister of Jammu and Kashmir and member of Rajya Sabha;
(iii) Late Shri Jyotimoy Basu, M.P.
(iv) Late Shri Jaisukhlal Hathi, former Central Minister and Governor of Punjab and Haryana;
(v) Late Shri Mohanlal Sukhadia, former Chief Minister of Rajasthan and Governor of Karnataka, Tamil Nadu and Andhra Pradesh;
(vi) Late Shri Ramesh Saharia, Minister of Assam.

ADJOURNMENT :

        There being no more business to be disposed of, the House rose at 12 noon and stood adjourned till 10 A.M. on Wednesday, March 17, 1982.
