BUDGET SESSION, 1983

BULLETIN NO.4.

        The Assembly met at 10 A.M. with the Speaker in the Chair.

1.    SUPPLEMENTARY DEMANDS FOR GRANTS :-

        Shri H.S. Lyngdoh, Deputy Chief Minister and Minister incharge of Finance, presented the Supplementary Demands for Grants and Supplementary Appropriations for 1982-83.

2.    DEBATES ON GOVERNOR'S ADDRESS :-

        Shri Korbar Singh (APHLC) initiated the debate on the Governor's Address. He urged the Government to implement all the plans and programmes as reflected in the Address in right earnest.

        The following members spoke in favour of the Motion of Thanks :-

( I ) Dr. J. Khonglah (APHLC)
( II ) Shri Clifford Marak (APHLC)
( III ) Dr. F.A. Khonglam (HSPDP)
( IV ) Shri S.G. Lyngdoh (APHLC)

        Shri Prettingtone J. Sangma (Cong) moved the following amendment to the Governor's Address :-

        "Add the following  at the end of the motion after substituting the "(.)" full stop by a "(,)" comma, namely :-

        'but regrets to  note that the address does not make any mention of the 20 Point National Programme which are relevant to the State of Meghalaya."

        Those who spoke in support of the amendment included the following members, all of whom belonged to the Congress ( I ) :-

( II ) Shri D.N. Joshi,
( III ) Shri K.R. Bhowmik,
( IV ) Shri D.D. Lapang,
( V ) Shri Atul C. Marak.

ADJOURNMENT :-

        As there was no other member willing to participate, the House rose at 12.50 P.M. to meet again at 10 A.M. on Tuesday, March 15, 1983.
