        The Assembly met at 10 A.M. with the Speaker in the Chair.

1. LAYING OF NOTIFICATIONS :

        The following  notifications were laid :-

( I )

Notification No.DCA.2/80/Pt.II/240, dt. 21.1.83 relating to the assumption of the administration of Primary Education and Primary Schools in the Garo Hills Autonomous District by the Governor. (Laid by Shri B.B. Lyngdoh, Chief Minister and Minister for District Council Affairs).

( II )

Notification No.F(PR)-8/81/123, dt. 23.2.83, No.F(PR)-8/81/124, dt. 23.2.83, No.F(PR)-8/81/125, dt.23.2.83 and No.F(PR)-8/81/126, dt.23.2-83 regarding revision of pay of Government Officials (Laid by Shri H.S. Lyngdoh, Deputy Chief Minister and Minister for Finance).

2. LAYING OF REPORTS :

        (a) Shri H.S. Lyngdoh, laid the following :-

( I )

The Report of the Comptroller and Auditor General of India for 1980-81,

( II )

The Appropriation Accounts, 1980-81,

( III )

The Finance Accounts, 1980-81,

        (b) Shri G. Mylliemngap, Minister for Co-operation, laid the Annual Report and Accounts of the Meghalaya State Warehousing Corporation for 1980-81.

3. ELECTION OF DEPUTY SPEAKER :

        The Chair announced that 7 nominations were filed for the office of the Deputy Speaker. Of those 3 were in favour of Shri Ira Marak (Congress I) and 4 in favour of Shri Meckenson K. Sangma (APHLC). The House proceeded to elect the Deputy Speaker by ballot with the following result :-

Shri Ira Marak                         -     32 Votes
Shri Meckenson K. Sangma     -     27 Votes

        Shri Ira Marak was duly declared elected as the Deputy Speaker.

4. FELICITATIONS TO THE  DEPUTY SPEAKER :

        Besides the Speaker, the following members offered their felicitations to the Deputy
Speaker :-

( I ) Shri B.B. Lyngdoh, Chief Minister,
( II ) Shri D.D. Lapang, Deputy Leader, C.L.P,
( III ) Shri E. Bareh,
( IV ) Shri G.S. Massar, Minister, Law.

        The Deputy Speaker thanked the hon. members and pleaded his services in upholding the best traditions and dignity of the office.

ADJOURNMENT :

        The House rose at 11-17 A.M. to meet again at 10 A.M. on Wednesday, March 16, 1983.
