        The Assembly met at 10 A.M. with the Speaker in the Chair.

1. MOTION OF NO-CONFIDENCE :

        The Speaker announced that he had received a letter at 9 A.M. from Shri D.D. Lapang in which he notified his intention to move a motion of no-confidence against the present ministry. The motion was admitted for discussion on the 31st March, 1983, as 26 members stood in their places in favour of the motion.

2. COMMUNICATION FROM THE GOVERNOR :

        The Chair read out a letter addressed to him by the Governor acknowledging the motion of thanks which the House passed on March 17, 1983.

3. RECOGNITION OF PARTY :

        The Chair accorded formal recognition to the Congress Party as the official Opposition Party in the Meghalaya Legislative Assembly and its Leader, Captain Williamson A. Sangma, as the Leader of the Opposition.

4. VOTE-ON-ACCOUNT :

        The Deputy Chief Minister and the Minister for Finance, Shri H.S. Lyngdoh, moved the following motion which was adopted by the House:

"That an amount not exceeding Rs.40,65,75,600/- (forty crores, sixty five lakhs, seventy five thousand and six hundred rupees) be granted to the Governor in advance to defray charges in respect to different Departments during the first quarter of the financial year ending the 31st March, 1984, under grants shown in the Schedule to the Demand for advance grants for the year 1983-84".

5. INTRODUCTION OF BILLS :

        The following Bills were introduced :-

(i) The Meghalaya Appropriation (Vote-on-Account) Bill, 1983;
(ii) The Meghalaya Sales Tax (Amendment) Bill, 1983;
(iii) The Meghalaya Legislative Assembly (Leader of the Opposition) (Salary and Allowances) Bill, 1983;
(iv) The Legislative Assembly of Meghalaya (Members' Pension) (Amendment) Bill, 1983;
(v) The Prevention of Disqualification (Members of the Legislative Assembly of Meghalaya) (Amendment) Bill, 1983.

ADJOURNMENT :

        As there was no more business to be transacted, the House rose at 10-17 A.M. to meet again at 10 A.M. on Wednesday, March 30, 1983.
