        The Assembly met at 10 A.M. with the Speaker in the Chair.

1. QUESTIONS :

        Members were furnished with written replies to unstarred questions No.12 - No.24.

2. MOTION :

        The two private members' motions were not moved.

3. BILLS :

        The following Bills were passed without any discussion :-

(i) The Meghalaya  Sales Tax (Amendment) Bill, 1983;
(ii) The Meghalaya Legislative Assembly (Leader of the Opposition) (Salary and Allowances) Bill, 1983;
(iii) The Meghalaya Legislative Assembly (Members' Pension) (Amendment) Bill, 1983;
(iv) The Prevention of Disqualification (Members of the Legislative Assembly of Meghalaya) (Amendment) Bill, 1983.

4. MOTION OF NO - CONFIDENCE :

        Shri D.D. Lapang, Deputy Leader of the Congress Legislature Party, moved the following motion :-       

 "This House expresses its want of confidence                                                          in the Ministry headed by Shri B.B. Lyngdoh."

        Shri Lapang alleged that there was serious misunderstanding and mistrust  amongst the constituents of the Meghalaya United Parliamentary Party  and hence the Government was in no position to deliver the goods to the people.

        The following members also took part :-

(xi) Shri H.S. Lyngdoh, Deputy Chief Minister,
(xii) Shri B.B. Lyngdoh, Chief Minister.

        The Chief Minister stated that the no-confidence motion was premature as it was too early to judge any failure or misdeeds of the Government. He felt that the motion was politically motivated.

        The House divided with the following result :-

Ayes       -     31
Noes       -     27

        The motion was adopted.

6. OBITUARY :

        The House condoled the death of late Shri Kedar Pandey former Irrigation Minister and observed silence for a minute as a mark of respect to the deceased.
