        The House met at 10 a.m. with the Speaker in the Chair. The day was devoted for the transaction of Government Business.

1. QUESTIONS :

        Starred questions Nos.267, 275, 276, and 277, no Supplementary questions were put. Starred questions Nos.264, 265, 266, 268, 269, 270, 271, 272, 273, 274, 278 with supplementaries thereto were replied. Starred question No.279 was not asked.

2. ZERO HOUR NOTICE UNDER RULE 49(a) :

        Under Rule 49 (a) of the Rules of Procedure and Conduct of Business, Shri E.K. Mawlong raised a matter of public importance with regard to the scarcity of printing paper for newspaper and other types of printing papers and the need to appoint MECOFED as an agency to procure from the  recognised sources. He requested the Government to take necessary steps to solve this problem.

        Clarifying the position, Shri Joylance C. Momin, Minister incharge Co-operation, apprised the hon. Member from Umroi that there has been scarcity printing paper due to non-receipt of the allotted from the paper mills as approved by the D.G.S.E.P. and that the Directorate was also facing serious problems for non-receipt of paper which has affected the normal functioning of the State and which has compelled the procurement of paper locally at higher rates than the DGSEP's rates.

        He further informed the House that in respect of appointment of the MECOFED as an agency for procurement and distribution of newsprints, the MECOFED had  been appointed as a sole agency of the Government from the year 1982-83 till the year 1985-86 and it was thereafter experienced by the MECOFED that the newspapers establishments were defaulting on regular and timely lifting of the newspaper quota allotted to them and  for this reason the newspapers establishment were requested to take their materials direct from  Gauhati and hence, it was not possible for the MECOFED to take up the business of procurement of newsprint materials.

3. GENERAL DISCUSSION ON THE BUDGET :

        Shri Tonsingh N. Marak, initiated the general discussion on the Budget.
