The House met at 10.a.m. in the Assembly Chamber, Shillong with the Hon' ble Speaker in the Chair. The day was devoted for the transaction of Government Business.
Accompanied by the Leader of the House and the Deputy Speaker, the Speaker left the Chamber at 10.05 a.m. to receive the Governor.
The Governor was ushered into the House with usual ceremony with the sounding of National Anthem by the M.L.P. Bn contingents.
The Governor delivered his address to the House under Article 176(1) of the Constitution of India at 10.00 a.m. and concluded at 10.40 a.m.
Shri S.L.Marbaniang moved the following motion of thanks to the Governor's Address which was seconded by Shri Adolf-Lu-R-Marak.
" That the Members of the Members of the Meghalaya Legislative Assembly assembled in this Session are deeply grateful to the Governor for the address which he has been pleased to deliver to this House today the 15th March, 1996."

The House re-assembled at 12 noon with the Hon' ble Speaker in the Chair.
Under Rule 230 of the Rules of Procedure and Conduct of Business in the Meghalaya Legislative Assembly, the Speaker announced the report of the Business Advisory Committee.
Shri J.D.Pohrmen, Minister in charge Parliamentary Affairs moved :-
"That this House agrees with the allocation of time proposed by the B.A.C. in regard to the various items of business for the current session".
(The motion was adopted and the Calendar was approved).
Under Rule 9(1) of the Rules of Procedure and Conduct of Business in the Meghalaya Legislative Assembly, the Speaker nominated the following Members to the Panel of Chairmen for the current session :-
1. Shri D.N.Joshi, M.L.A.
2. Shri G.S. Massar, M.L.A.
3. Shri Tonsingh N. Marak, M.L.A.
4. Shri A.H. Scott Lyngdoh, M.L.A.
Shri Mason Singh Sangma, Minister in charge Industries laid the Annual Report of the Mawmluh Cherra Cements Ltd for the year, 1989-90.
7. The House mourned the demise of the following figures :-
1. Shri N.T. Rama Rao, Former Chief Minister of Andhra Pradesh and Chairman of the National Front. 2. Shri Dev Kanta Baruah, Former M.P. and Congress President. 3. Shri Emon Singh Nanda Sangma, a veteran public leader from Garo Hills. 4. Shri Bakin Pertin, former President of the Arunachal Pradesh Unit of the Janata Dal.
(Two minutes silence was observed as a mark of respect to the deceased).
The House rose at 12.30 p.m. and stood adjourned till 10 a.m. on Monday the 18th March, 1996.
