BUDGET SESSION, 1997.

BULLETIN NO.1

        The House met at 10 a.m. with the Hon'ble Speaker in the Chair. The day devoted for the transaction of Government's Business.

1. ADDRESS BY THE GOVERNMENT UNDER ARTICLE 176 :

        The Governor was ushered into the House at 10.10 a.m. with due ceremony. He began delivering his address under Article 176 of the Constitution a few seconds later and concluded at 10.40 a.m.

2. MOTION OF THANKS TO THE GOVERNOR'S ADDRESS :

        Shri S.L. Marbaniang moved the following motions :-

        " That the members of the Meghalaya Legislative Assembly assembled in this Session are deeply grateful to the Governor for the address he has been pleased  to deliver to this House today, the 7th March, 1997."

        The motion of thanks was seconded by Shri D.N. Joshi, M.L.A.

        ( The House was adjourned till 12 noon )

        The House reassembled at 12 noon with Hon'ble Speaker in the Chair to transact the rest of the business.

3. REPORT OF THE BUSINESS ADVISORY COMMITTEE :

        Under Rule 230 of the Rules of Procedure and Conduct of Business, the Speaker announced the report of the Business Advisory Committee.

4. MOTION UNDER RULE 231 :

        Shri R. Lyngdoh, Minister incharge Parliamentary Affairs moved. 

        " That this House agrees with the allocation of time proposed by the Business Advisory Committee in regard to the various items of Business for the current Session."

(The motion was adopted and the Calendar approved.)

5. PANEL OF CHAIRMEN :

        Under Rule 9(1) of the Rules of Procedure and Conduct of Business the Speaker nominated the following member to the panel of Chairman for the current Session :-

Shri D.N. Joshi, MLA.

Shri G.S. Massar, MLA.

3.

Shri Tonsingh N. Marak, MLA.

4.

Shri A.H. Scott Lyngdoh, MLA.

6. LAYING OF ORDINANCES, ANNUAL REPORTS, STATEMENTS ETC :

        1. Dr. R.C. Laloo, Minister incharge Finance laid the Contingency Fund of Meghalaya (Amendment ) Ordinance, 1996.

        2. Shri Masonsing Sangma, Minister incharge Industries laid the Annual Report of Mawmluh Cherra Cements Ltd. for the year 1990-1991.

        3. Shri Sujit Sangma, Minister incharge Power laid the Annual Financial Statement of the M.S.E.B. for the year 1996-97.

        4. Shri Masonsing Sangma, Minister incharge Industries laid the Audit Report on the Accounts of the Meghalaya Khadi and Village Industries Board for the years 1980-81 to 1984-85 and the Annual Accounts for the year 1980-81, 1981-82, 1982-83 and 1984-85.

        5. Shri Sujit Sangma, Minister incharge Power laid the statement of Accounts of the M.S.E.B. for the year 1992-93.

7. OBITUARY :

        The House mourned the death of (1) Shri Lokhindor Hajong, Ex-Member, Meghalaya Legislative Assembly. (2) Shri Bronson Momin, Ex-Minister of Transport, Govt. of Meghalaya and (3) Dr. M. Channa Reddy, former Governor of Tamilnadu. (4) Dr. Nilamani Das, former Assam Agriculture Minister in the first A.G.P. Government.       

        ( Two minutes silences was observed as a mark of respect to the departed souls ).

8. ANNOUNCEMENT FROM THE CHAIR :

        The Speaker made an announcement to the House that the illumination ceremony will be inaugurated by Shri P.A. Sangma, Hon'ble Speaker, Lok Sabha at 6.00 p.m. today in the Assembly premises and extended his invitation to all the hon. Members of the House, Government officials Members of the Press and Doordarshan to be present at the ceremony.

9. ADJOURNMENT :

        The House rose at 12.45 p.m. and stood adjourned till 10.00 a.m. on Monday, the 10th March, 1997.
