        The House met at 10.00 a.m. with the Hon'ble Speaker in the Chair. The day was devoted for the  transaction of Government Business.

1. QUESTIONS :

        Starred questions Nos.44, 45, 46, 47, 48, 49, 51 and 53 with supplementaries were replied, Nos.50, 53, 54 and 55 without supplementary were disposed of, No.52 lapsed, questioner not present.

        Unstarred questions Nos.1 to 16 to which written replies were given were laid on the tables.

2. ZERO HOUR :

        Under Rule 49(A) of the Rules of Procedure and Conduct of Business, Shri E.K. Mawlong, raised a matter of great public importance with regard to the immediate need to release the full amount earmarked for S.R.W.P. Schemes for the year1996-97.

        Shri Joylance G. Momin, Minister incharge C & R.D in reply to the Zero Hour Notice, apprised the hon. Member from Umroi that an amount of Rs.3,97,50,000/- has already been released and as for the balance amount, he stated that it will be released soon.

3. SUPPLEMENTARY DEMANDS FOR GRANTS FOR 1996-97 :

        Dr. R.C. Laloo, Minister incharge Finance, Presented the Supplementary Demands for grants for 1996-97.

4. DEBATE ON THE GOVERNOR'S ADDRESS :

        Shri Tonsingh Marak initiated the debate on the Governor's Address.

         All the participants dwelt on the paras referred to in the address and put forth concrete suggestions which were significant for the over-all development of the State.

        The House was adjourned till 12.45 p.m. to enable the Chief Minister to prepare his reply.

        The House re-assembled at 12.45 p.m. with the Hon'ble Speaker in the Chair.

5. CHIEF MINISTER'S REPLY TO THE DEBATE ON THE GOVERNOR'S ADDRESS:

        The Chief Minister, Shri Salseng Marak, wound up his reply to various points raised by the Members.      

        Reiterating the Government's determination to provide all round development to the State, he sought the cooperation of Members from both sides of the House in order to achieve this objective.  

        (The sitting was extended till this item was disposed by the sense of the House).

        Clarifying to other points of clarification called for by the Members, he stated that their proposal and suggestions have been noted for the implementation by the concerned departments.

        The amendment to the motion of thanks was withdraw by the mover with leave of the House and the motion of thanks to the Governor's Address was adopted.

6. ADJOURNMENT :

        The House rose at 2.05 p.m. and stood adjourned till 10.00 a.m. on Thursday, the 13th March, 1997.
