RE-ASSEMBLED BUDGET SESSION, 1998

BULLETIN NO.4

(Wednesday, the 17th June, 1998)

        The House met at 10 a.m. with the Hon'ble Speaker in the Chair. The day was devoted for the transaction of Government business.

1.      ANNOUNCEMENT FROM THE CHAIR :

        Soon after he called the House to order, the Speaker, announced that he had received a letter signed by Shri C.B. Marak, MLA at 9.35 a.m. today, the 17th June 1998 informing him of his intention to table a no-confidence motion against the Council of Ministers headed by Shri B.B. Lyngdoh under Rule 133 (I)  (II) of the Rules of Procedure and Conduct of Business the Meghalaya Legislative Assembly.

        He read out the text of the motion and ruled that it was in order.

        The Motion was admitted and the 25th June, 1998 was fixed as the date for the disposal of the same after the Budget is passed a scheduled i.e. on the 24th June, 1998.

2.     GENERAL DISCUSSION ON THE BUDGET :

        Shri Robert G. Lyngdoh, initiated the general discussion on the Budget. He emphasised on the need of identifying and developing ways and means to raise additional resources for the efficient management of State's finances and reiterated the establishment of small scale industries to encourage our youths to go on for self-employment. He also touched on subjects like Agriculture, Tourism, Transport, P.H.E., Education and Police Department giving his individual points of view for  the successful implementation of various schemes spelled out in the Budget Speech.

        Other participants included (1) Shri M. Rava, (2) Shri Abdus Saleh and (3) K.C. Boro. All the participants dealt in details on subjects reflected to in the Budget Speech of the Finance Minister and gave their suggestions for the over all development of the State.

3.     ADJOURNMENT :

        As there were no more Members willing to take part, the presiding Chairman, adjourned the House at 12 noon to meet again at 10 a.m. on Thursday the 18th June, 1998.
