RE-ASSEMBLED BUDGET SESSION, 1998

BULLETIN NO.5

(Thursday, the  18th June, 1998)

        The House met at 10 A.M. with the Hon'ble Speaker in the Chair. The day was devoted for the transaction of Government business.

1.    POINT OF ORDER :

     No sooner than the chair called the House to order when Shri D.D. Lapang, Leader of Opposition, raised a point of order calling for clarification as to why uptil today, no questions have come up before the House. He desired to know from the Government whether they intentionally kept silent or wanted to delete this item from the programme.

        Clarifying the position, the Speaker apprised the House that his Office had taken into consideration all the questions received from the Hon'ble Members and according to the programme, the Office had fixed from the 23rd onwards for the questions to come up in the House. He further stated that depending on the questions received from the Hon'ble Members, these questions were sent to the respective departments for the replies. However, he informed that this time only a few questions were received, the first set of which are scheduled to come to the House from 23rd June, 1998.

2.    GENERAL DISCUSSION ON THE BUDGET :

        Shri J. Anthony A. Lyngdoh, initiated the general discussion on the budget. Shri O.N. Chyrmang took part.

3.    REPLY OF THE FINANCE MINISTER TO THE GENERAL DISCUSSION ON THE BUDGET

        Shri A.H. Scott Lyngdoh, Minister Incharge Finance gave a detailed and categorical point to point reply on the various suggestions raised by the Members in the course of their discussions on the Budget. He informed the House that the financial position in the State is far from satisfactory and has reached a dangerous stage of living beyond the means. However, he stated that this does not happen particularly for Meghalaya but the same problem is being faced by other States in the country.

        The Finance Minister further replied to the clarifications sought by the participants and assured that their points have been noted down for consideration by the concerned department depending on the financial position of the State Government.

4.      INTRODUCTION OF BILLS :

        1) Dr. Donkupar Roy, Minister i/c Education introduced the Meghalaya Board of School Education (Amendment) Bill, 1998.

        2 Smti Roshan Warjri, Minister i/c Urban Affairs, introduced the Meghalaya Municipal (Amendment ) Bill, 1998.

5.     ADJOURNMENT :

        The House rose at 12.10 P.M. and stood adjourned till 10.A.M. on Friday, the 19th June, 1998.
