        The House met at 10 a.m. with the Hon'ble Speaker in the Chair. The day was devoted for the transaction of Private Members' Business.

1. QUESTIONS :

        Starred Questions Nos.40, 41, 42, 43, 44, 45, 46, 47, 48, 50 and 51 with supplementaries thereto, replied, No. 49 lapsed as the questioner was absent, Nos. 52 to 61 without supplementary disposed of. Unstarred questions Nos. 36 to 49 to which written replies given, laid on the tables.

2. ANNOUNCEMENT FROM THE CHAIR :

        The Speaker, apprised the House that today morning, he had received a complaint under Rule 158 of the Rules of Procedure & Conduct of Business in the Meghalaya Legislative Assembly submitted by Shri Cyprian R. Sangma, MLA against the two other M.L.As of this august House, Shri C.R. Marak of the G.N.C. and Shri Nimarson Momin of the U.D.P.

        He allowed the Member to read out his complaint under Rule 161.

        Shri Cyprian R. Sangma, read out his complaint of breach of privilege against Shri C.R. Marak and Shri Nimarson which simultaneously, clarified the position of his stand as a member of the P.D.M.

        However, the chair, observed that before the matter will be taken into consideration, he may take a little time to study whether this complaint is in order or not and thereafter, he will give his decision on this.

3. MOTIONS :

        Shri O.N. Chyrmang resumed his discussion on motion No.1 already moved by him on 25.6.98 and re-iterated the need of upgrading Khliehriat Sub-Division into a District.

        The following members took part :-

        (1) Shri Sujit Sangma, (2) Shri M. Suchiang (3) Shri C.B. Marak.

        Shri A.H. Scott. Lyngdoh, Minister incharge Home, while appreciating the concern of the mover of the motion and the other members who have taken part, spelled out in details the criteria necessary for creating a new district or up gradation of a Sub-division. He assured the mover that he will under take a careful examination of the existing Jaintia Hills District at various levels and restructuring of the system of delivery in order to identify the loopholes etc. before it can be implemented. However, he stated that the proposal for upgrading Khliehriat Sub-division into a district will be communicated to the Government of India during the 11th Finance Commission for floating of fund.

        He further clarified to the points for clarification sought by the other participants.

        Shri K.C. Momin moved motion No.2.

        "This House do now discuss the urgency of energizing the key sectors such as the Factories, Industries and Trade and Commerce with a view to combating the growing menace of un-employment of the educated un-employed youths in the State".

        Emphasizing the need to open up agro-based industries in the State and to encourage genuine local youth to go in for self-employment ventures for such types of industries, he urged the Government to come forward with financial assistance in this regard. He also suggested that the Syllabus in Schools and Colleges should be job-oriented and there should be a Vocational System for the drop-out. He also requested the Government to take initiative to open more Industries and give employment to the uneducated youth by taking up specific priorities in the core sectors. He asked how many industries are functioning in the State that can provide employment avenues or job opportunity to the educated unemployed youth in the near future and what are the concrete measures, Government proposes to take up to check the menace of unemployment amongst the uneducated youth of today.

        Shri Sujit Sangma, Shri Salseng C. Marak, Shri F.W. Momin, Shri D.N. Joshi, Shri M. Suchiang and Shri K.K. Dkhar took part.

        His deliberations were inconclusive to continue on the next day.

4. ADJOURNMENT :

        The House rose at 2 p.m. and stood adjourned till 10 a.m. on Tuesday, the 30th June, 1998.
