SUMMER SESSION, 1999

BULLETIN NO. 1.

( Friday the 11th June, 1999 )

        The House met at 10 a.m. with the Hon'ble Speaker in the Chair. The day was devoted for the transaction of Government Business.

1.    REPORT OF THE BUSINESS ADVISORY COMMITTEE

        Under Rule 230 of the Rules of Procedure and Conduct of Business, the Speaker, announced the Report of the Business Advisory Committee.

2.    THE ALLOCATION ORDER

        Shri D. N. Joshi, Minister-in-charge, Parliamentary Affairs moved :

        "That this House agrees to the allocation of time proposed by the Business Advisory Committee in regard to the various items of Business for the current session".

        (The motion was carried, and the Calendar for the current Session, approved ).

3.    PANEL OF CHAIRMEN 

        Under 9 (1) of the Rules of Procedure and Conduct of Business, the Speaker, nominated the following members to the Panel of Chairmen for the current Session of the Meghalaya Legislative Assembly :-

        (1) Shri T.N. Marak, MLA.

        (2) Shri T.H. Rangad. MLA.

        (3) Shri E. R. Kharkongor, MLA.

        (4) Shri K. Susngi, MLA.

4.    LAYING OF REGULATIONS Etc :

        Shri M. N. Mukhim, Minister-in-charge, Power, laid the Service Regulations, 1996 of the Meghalaya State Electricity Board.

5.    PRESENTATION OF REPORT :

        Shri D.D. Lapang, Deputy Chief Minister, presented the Audit Report of the Accounts of the Meghalaya Khadi and Village Industries Board for the years 1990-91 to 1995-96.

6.    ANNOUNCEMENT FROM THE CHAIR :

        The Speaker announced to the House that he had received a communication dated 31-5-99 signed by nine Hon'ble Members of this august House informing him of the split that had occurred in the Indian National Congress ( I ) Party  and subsequently a split in the Congress Legislature Party forming a new grout name Meghalaya Congress Legislature Party.

(He read out the letter for the benefit of the House).

        He also informed that he had received two letters on 2-6-99 one at 11.30 a.m. and another at 5.35 p.m. signed by Shri Methrona Marak, MLA. (He read out the two letters).

        Further, he read out another  letter received by him on 9-6-99 at 4.35 p.m. signed by Shri C. B. Marak, General Secretary of the Congress Legislature Party informing him that no split has occurred either at the national or state's level.

        Then again, he read out a letter received by him yesterday, the 10-6-99 from the General Secretary of All India Congress Committee incharge of North East, Smti Ambika Soni informing that Shri L.A. Sangma, Shri Adolf-Lu-Hitler R. Marak and Shri B.B. Dutta, M. P. Rajya Sabha had been expelled from the Party.

        He also read out two other letters signed by the Chief Minister, Shri B.B. Lyngdoh, received by him yesterday for the information of the House. However, he stated that he will give his ruling within this Session.

7.    OBITUARY REFERENCE :

        The House mourned the demise of late Shri Devi Devi Neni Venkatarama, former Minister of Primary Education, Andhra Pradesh.

        Shri B.B. Lyngdoh, Chief Minister, initiated the obituary reference to the untimely demise of the above named personality. Others who spoke included Shri C.B. Marak, Minister-in-charge of Geology and Mining, Shri H.S. Lyngdoh and the Speaker, Meghalaya Legislative Assembly. ( Two Minutes silence was observed as a token of respect to the departed soul ).

8.    ADJOURNMENT :

        The House rose at 10.30 a.m. and stood adjourned till 10 a.m. on Monday, the 14th June, 1999.
