BUDGET  SESSION FOR 1999-2000

        The House assembled at 10 a.m. in the Assembly  Chamber on the 30th March, 1999 with the Hon. Speaker in the Chair. The day was devoted to dispose of the Government Business.

1. QUESTIONS :

        Starred Questions No.41, 42, 43, 45, 46, 47, 48, 49 and 50 passed with Supplementaries and 44 without Supplementaries. Unstarred Question No. 16, 17, 18, 19, 20, 21, 22, 23 disposed of. 

2. POINT OF ORDER  :

        Shri P.M. Syiem, hon. Member raised a Point of Order on the Unstarred Question No.21. He said that this same question he asked during the last December Session of the House. At that time, it was answered that the 'information is being collected'. The Hon. Member, wanted to know whether this is an excuse to avoid replies otherwise, he wondered, after a lapse of 3 months only, no replies could be furnished. To  this, Shri D.N. Joshi, Minister for Labour, Parliamentary Affairs, etc., pointed out that some information, viz. about Shillong I.I.T. has already been collected and placed on the Table of the House. Whereas, information about other I.I.Ts. are being collected and would be furnished in due course. With this clarification, Hon. Speaker, cleared the point of Order with the approval of the hon. Member and came to next item. 

3. GOVERNMENT BUSINESS :

        Shri A.H. Scott Lyngdoh, Minister, Finance, placed the First Budget for the financial year 1999-2000 covering the Third Year of the Ninth Five Year Plan and the last year of the Award of the Tenth Finances Commission. The Minister, Finance, read out his Budget Speech and concluded with an expectation - 'that with support of all sections of the House, we would be able to make a beginning in the new millennium towards a rich, prosperous and peaceful Meghalaya, thus fulfilling the hopes and aspirations of the people'.

        Shri A.H. Scott Lyngdoh, Minister, Finance presented the Vote-on-Account Budget for the first quarter of the Financial Year, 1999-2000.

        Shri A.H. Scott Lyngdoh, Minister, Finance moved that an amount not exceeding Rs.368,05,16,817 (Rupees Three hundred sixty eight crores, five lakhs, sixteen thousand, eight hundred seventeen) be granted to the Governor in advance to certain  charges in respect of different Departments during the first quarter of the Financial Year ending 31st March, 2000 under  grants shown in the On-Account Budget, 1999-2000.

        Shri A.H. Scott Lyngdoh, Minister, Finance, begged leave to introduce the Meghalaya Appropriation (Vote-on-Account ) Bill, 1999.

        (Hon. Speaker, read out the message from the Governor and then put the question to Vote and carried by voice vote. The Secretary then read out the title of the Bill)

        Shri A.H. Scott Lyngdoh, Minister, Finance, then introduced the Meghalaya Appropriation (Vote-on-Account) Bill, 1999.

        Shri D.N. Joshi, Minister, Parliamentary Affairs, moved that the Second Proviso to Rule 72 of the Rules of Procedure and Conduct of Business in its application to the Meghalaya Appropriation (Vote-on-account) Bill, 1999 be suspended for the time being in so far as the rule requires circulation of the Bill four days in advance before the motion for consideration may moved.

        Shri A.H. Lyngdoh, Minister, Finance, moved that the Meghalaya Appropriation ( Vote-on-Account ) Bill, 1999 be taken into consideration.

The Bill was then circulated.

        Shri A.H. Scott, Minister, Finance moved that the Meghalaya Appropriation (Vote-on-Account) Bill, 1999 be passed.

        Shri Sujit Sangma, Minister, Transport, begged to move to introduce the Meghalaya Motor Vehicles Taxation (Amendment) Bill, 1999.

        Shri Sujit Sangma, Minister, Transport, moved to  introduce the Meghalaya Motor Vehicles Taxation (Amendment) Bill, 1999.

        Secretary then read out the title of the Bill.
