BUDGET SESSION, 2000

BULLETIN NO.13

        The House met at 10 a.m. with the Hon'ble Deputy Speaker in the Chair. The day was devoted for the transaction of Government Business.

1. QUESTIONS :

        Starred questions Nos.206, 207, 208, 210, 211, 212 and 213 with supplementaries thereto, No.209 and 214 lapsed, questionnaires absent and Nos.214, 215, 216, 217, 218, 219, 220, 221, 222, 223, 224, 225, 226, 227, 228, 229, 230, 231, 232, 233, 234 without Supplementary, were disposed of.

2. REPORT OF THE BUSINESS ADVISORY COMMITTEE :

        The Deputy Speaker announced the report of the Business Advisory Committee with regard to the revision of the Calendar for the current Session of the Assembly.

3. STATEMENT BY THE MINISTER INCHARGE OF HOME (POLICE) :

        Shri T.H. Rangad, Minister incharge of Home (Police) gave a statement to the House in connection with the abduction of Shri I.D. Shira, EAC., Resubelpara and the B.D.O., Songsak C.D. Block on the 4th April, 2000.

4. GENERAL DISCUSSION ON THE BUDGET :

        Shri H.S. Lyngdoh initiated the general discussion on the Budget. Referring to the State's economy in the budget speech of the Finance Minister, the hon. Member wanted to know on what basis the Net State Domestic Product has been calculated, whether it was based on collection of taxes from agricultural or industrial products of other trades and the reason as to why deficit budget was presented despite the fact that the current income of the State was very progressive.

        He urged the State Government to take measures to make all the check gates constructed by land owners at Shahlang functional as he stated that most of such gates were controlled by the outfits right from Shahlang upto the Southern Slopes of West Khasi Hills. He suggested the completion of bridges by the P.W.D. and improvement of roads condition in the entire West Khasi Hills District. He also touched upon wide range of subjects and urged for proper implementation of the schemes by the Government.

        Shri Sujit Sangma took part, Dr. Mukul Sangma also took part. His deliberations remain inconclusive, to be continued on the next day.

5. ANNOUNCEMENT FROM THE CHAIR :

        The Deputy Speaker announced that (i) in pursuance of Rule 242(1) of the Rules of Procedure and Conduct of Business in the Meghalaya Legislative Assembly, two valid nominations papers were received in favour of the following members to constitute the Public Accounts Committee :-

        (i) Shri P. M. Syiem (2) Shri Bires Nongsiej. 

        Since the no. of candidates is equalled to the no. of seats to be filled, Shri P. M. Syiem and Shri Bires Nongsiej have been declared elected to the Committee on Public Accounts for the remaining term of the Committee.

        (ii) In pursuance of Rule 242(b) (i) of the Rules of Procedure and  Conduct of Business in the Meghalaya Legislative Assembly, four valid nomination papers were received in favour of the following four members to constitute the Committee on Public Undertakings :-

        (1) Shri K. C. Boro (2) Shri A. D. Marak (3) Shri R. G. Lyngdoh and (4) Shri A. T. Mondal.

        Since the no. of Candidates is equalled to the no. of seats to be filled, Shri K. C. Boro, Shri A. D. Marak, Shri R. G. Lyngdoh and  Shri A. T. Mondal have been declared elected to the Committee on Public Undertakings for the remaining term of the said Committee.

        Under Sub-rule (1) of Rule 198 of the Rules of Procedure and  Conduct of Business in the Meghalaya Legislative Assembly, Shri K. C. Boro was appointed the Chairman of the Public Undertakings Committee.

        (iii) In pursuance of Rule 244(1) of the Rules of Procedure and  Conduct of Business in the Meghalaya Legislative Assembly, five valid nomination papers were received in favour of the following five members:-

        (1) Shri H. S. Lyngdoh (2) Shri C. B. Marak (3) Shri S. C. Marak (4) Shri Abdus Saleh and (5) Smti M. War to constitute the Committee on Estimates.

        Since the no. of Candidates is equalled to the no. of seats to be filled up, Shri H. S. Lyngdoh, Shri C. B. Marak, Shri S. C. Marak, Shri Abdus Saleh and Smti M. War have been declared elected to the Committee for the remaining term of the Committee.

        Under Sub-rule (1) of Rule 198 of the Rules of Procedure and Conduct of Business in the Meghalaya Legislative Assembly, Shri S.C. Marak was appointed, Chairman of the Committee on Estimates.

4. ADJOURNMENT :

        The House rose at 2 p.m. and stood adjourned till 10 a.m. on Thursday, the 6th April, 2000.
